- Electronic processing
To carry out procedures in the name of minors, is it necessary to register their representation with the Representative?
In January 2023, the migration of the e-TRAM 1.0 platform to the new version, the more modern, agile, robust and responsive e-TRAM 2.0, was completed. Overall thee-TRAM 2.0 offers citizens a simpler, faster and more practical processing model, with all the responsive elements to facilitate the processing from mobile devices.

The new e-TRAM has a direct link with the “My Space”, the personal space that offers citizens an integrated and inter-administrative view of their actions with the administrations.
In terms of management, e-TRAM 2.0 has a new editing environment integrated with EACAT services and user roles, with the possibility of self-management of the catalog of procedures and forms through a solution comfortable, agile and simple.

For more information about the e-TRAM 2.0 service and all its features you can consult the service support portal.
le-TRAM 2.0 is currently available in 1.000 entities from all over the Catalan territory. Specifically:
The main growth of the service is occurring, above all, in the context of entities dependent on the local world (public companies, consortia,...), because as management entities they require processing solutions to comply with the law 39/2015, and here e-TRAM 2.0 provides them with a quick and agile solution that, in addition, includes the consultation and download of processing documents both in their own register and also in the EACAT register.
In terms of implementation, there are a number of councils that, despite having their own processing solutions, are also opting for e-TRAM 2.0 to activate the set of procedures associated with the Single Business Window (FUE). With e-TRAM 2.0, they solve the automatic integration with Canal Empresa, of the Business Management Office (OGE) and, at the same time, have advantages in the personalization of the catalog compared to the previous version of the service.

The number of procedures carried out with e-TRAM has been constantly growing.
Evolution of the number of procedures carried out. The year 2023 includes the first six months
Globally, and in the entire context of e-TRAM (2004-2023), almost 4 million procedures have already been carried out:
Evolution of the number of procedures carried out with e-TRAM 1.0 and e-TRAM 2.0
Between 2022 and 2023 e-TRAM 2.0 already accumulates more than 815.000 procedures, being the first semester of 2023, with only e-TRAM 2.0 in the territory, the semester with the most processing: more than 450.000 procedures carried out, with an average of 75.000 procedures per month .
This figure is higher than the previous best figure for this period (first half of 2022), where 433.000 procedures were recorded (e-TRAM 1.0 + e-TRAM 2.0). It is therefore confirmed that e-TRAM 2.0 is fully deployed and in use, and in constant growth.
During the first semester of 2023, the procedure with the highest volume of processing is the generic instance, as it represents more than 90% of all processing carried out. Specifically, 414.000 generic instances were processed throughout the territory.
The town councils with the highest volume of generic instance processing are Cerdanyola del Vallès. with 10.471 procedures, Vendrell, with 8.404 procedures and Ripollet, with 7.428 procedures, followed by Sant Vicenç dels Horts and Palafrugell.
After the generic instance, there is a second group of procedures with a lot of activity: the set of procedures associated with the processing of economic activities (FUE). Taken together, they represent almost 7.000 procedures during the first six months of 2023 and the town halls of L'Hospitalet de Llobregat, Badalona and Cornellà de Llobregat are particularly noteworthy.
The third procedure to highlight is the Request for Access to Public Information (SAIP), which in the first six months of 2023 is close to 2.000 procedures. thereport of the Ombudsman (and all their work with the "hidden client") implies a more intensive use of the procedure, but this does not exclude that a growth in the volume of processing of more than 40% in this procedure compared to the first semester is observed of 2022 (time in which the Ombudsman made the same analyses).
At the level of the most frequently used procedures, you can consult the processing details according to historical series, territory and/or type of procedure inindicators section of the AOC website.
Although e-TRAM 2.0 is a recent solution from the AOC, we continue to work to apply improvements and new functionalities. These are the three improvements we plan to roll out throughout 2023:
1) Expand the catalog of procedures in e-TRAM 2.0
We are working to advance new and better procedures associated with the population register, new tax procedures and improve the existing ones associated with the Single Business Window (FUE). In parallel with the FUE, we will also move forward to create new ones associated with works.
2) Make available to production the processing of intermediaries with Representa:
We are working to make the processing of intermediaries with Represent available from e-TRAM 2.0 and activate it in the service for any type of representation available.
3) Advance in customizable forms by the institutions
A key element and highly requested by the entities already in the previous version of the e-TRAM is the possibility to edit forms. Throughout 2023, the path will begin to facilitate the possibility for organizations to generate their own forms based on a basic procedure. We hope to be able to offer this new functionality at the end of 2023.
We will explain these improvements in the AOC Blog. At the beginning of 2024 we will take stock of the first full year of operation of e-TRAM 2.0.
We take this opportunity to encourage you to share with us through the Melriom channel any suggestions, ideas or proposals for improvement you have.
