What is the AOC?
We promote the digital transformation of Catalan administrations, to promote agile, logical and collaborative governments.
The Open Administration of Catalonia (AOC) has its genesis in the Agreement for the promotion and development of the Information Society in the Catalan public administrations, signed in the Parliament of Catalonia on July 23, 2001, between the presidents of all parliamentary groups, the Government of the Generalitat of Catalonia and the local governments representats by Localret.
The mission of the AOC is to drive the digital transformation of Catalan administrations, to promote agile, logical and collaborative governments. And our vision is to ensure that people enjoy quality public services and live in an open society.
According to Law 29/2010, of 3 August, on the use of electronic media in the public sector of Catalonia, the strategic objectives of the AOC Consortium are, fundamentally, to collaborate with the Administration of the Generalitat, local bodies and, where appropriate, other public bodies, by:
- a) Promote the interoperability of Catalan information systems with other administrations.
- b) Create and provide common electronic administration services.
- c) Reuse the electronic administration applications and services that are developed.
- d) Guarantee the identity and accredit the will in the actions of citizens and public sector personnel, as well as confidentiality and non-repudiation in electronic communications.
Through the AOC Consortium, measures of cooperation and promotion of the Administration of the Generalitat with local bodies in the use of electronic media are also developed and implemented.
Lines of strategic action
1. Administrative collaboration services
With the aim of promoting the exchange of information by telematic means between public administrations to improve their efficiency and effectiveness, that is, to promote the interoperability of the information systems of the Catalan public administrations. These services aim to:
- Citizens are not asked for any supporting documents that are already available to the public administration or collaborating entities, ensuring compliance with personal data protection legislation.
- Reduce the time and costs of inter-administrative procedures and communications, through the exchange of information by electronic means
And this is done by developing and lending:
- Inter-administrative processing services, through theEACAT
- Data transmission services, certificates and documents, such as change of address, consultation of census flyers, consultation of data from the State Tax Administration Agency, etc. (Via Oberta)
2. Common e-Government services
In order to provide support to projects involving intensive use of information and communications technologies promoted by Catalan institutions, promoting the reusability and reuse of e-Government solutions.
With these services the Consortium contributes to:
- Accelerate the processes of modernization of the Catalan public administrations.
- Avoiding the digital divide between public administrations due to the diversity in their capacity and available resources.
- Promote the emergence of standards based on good practice.
- Increase the use of telematic means in administrative procedures and procedures while maintaining technical and legal guarantees.
The common e-government services in which the Consortium works are classified into:
- Services to enable the administrative procedure: check-in and check-out (ERES), telematic notifications (e-NOTUM), electronic bulletin board, etc.
- Administrative management and processing services: Municipal Procedure Module (e-TRAM), file management, etc.
- Specific services of a sectoral nature such as electronic invoicing (e. FACT)
- Certificate and signature validation services
- Preservation and electronic archive services
- Electronic signature support services: e-signature web tool, time stamp, the Platform for Advanced Signature (PSA)
3. Identity and electronic signature services
Aimed at public employees and elected officials, and also at the citizens of Catalonia.
4. Support services.
The Consortium also performs functions of dissemination, training and advice, this as appropriate, financial support to local entities in the development of its e-government projects and initiatives.

National Pact for a Digital Society (PNSD)
The National Pact for a Digital Society is the agreement with which the Government, the provincial councils and the local world are committed to collaborating and adding synergies to build a country response to the challenges of the digital revolution.
This protocol responds to the conviction of all the signatory institutions of the need to jointly promote the development of the Catalan digital society to give a country response to the great challenges posed by the digital revolution and go beyond a simple arithmetic sum of the different initiatives carried out by each of the various administrations and entities in this field.
