With the appearance in April 2025 of the myDNI, the digital version of the National Identity Document on mobile, Administrations have had to adapt their Citizen Service Offices to guarantee agile, secure processing with full legal validity.
This guide aims to provide guidance on how to prepare for this change before it fully comes into effect on April 2, 2026.
1. What is miDNI and why is it mandatory to accept it?
miDNI is a service that allows citizens to view and share their DNI data through an official application on their mobile phone. According to current regulations, it is legally required to accept ID on mobile once the one-year transitional period has ended, equating its validity to that of the traditional physical document.
Public administrations have the obligation to verify the identity of individualseresin the administrative procedure. miDNI is a system vàlid for this identification, since it uses electronic methods that guarantee the authenticity of the data and ensure that the document has not been reported as lost or stolen.
2. How should I proceed to verify my identity?
In-person verification will no longer depend exclusively on “looking” at a plastic card. Citizens will show a QR code generated by your miDNI application. For offices, the practice consists of:
- Have reading materials: The data can be read with various devices such as mobile phones, cameraseres website or QR code readers.
- Choose the level of data required: Users can generate three types of QR depending on the procedure:
- Age verification: just show the photo and if you are of legal age.
- Simple DNI: photo, number, name, date of birth and expiration date.
- Full ID: It also includes the address, parents' names and support number.
- Use verification systems: The National Police offers a free verification application for professionals that allows you to check the authenticity of the QR.
Alternatively, miDNI has a developer document, where software manufacturers or local information systems themselves can perform the integration by reading this QR code.
It is essential to remember that QR codes have a very short time validity (a few minutes) to avoid using old or fraudulent screenshots.
3. Is it necessary to request or include copies of the DNI?
This is one of the key questions of digital transformation. The short answer is: in general, no.
In accordance with article 28 of Law 39/2015, of October 1,
- the public administrations they should not require the interesany data or documents not required by the applicable regulatory regulations
- the people insideeresthey have the right not to provide documents that are already in the possession of the Administration or that have been prepared by any Administration.
Since the identity data already resides in state databases, and in the event that the City Council wants to incorporate any evidence of the identity of the interesIn information systems, it is recommended to use query mechanisms through interoperability.
4. Interoperability. Via Oberta
As mentioned, citizens have the right not to provide documentation that is already in their possession or has been prepared by the Administration. To comply with this legal provision, the same article establishes that administrations must use interoperability, therefore, the service of Via Oberta of the AOC.
Entities that are authorized to use identity data by the issuer can consult or verify the data of the person concerned.eressada, as long as that person has not objected. Otherwise, you can request the service of Via oberta for the consumption of identity data.
All interoperability queries generate their respective traces (who made the query, at what time, for which procedure and which service was consulted, among others). This evidence can be incorporated into the respective file to prove that the corresponding identity verification has been carried out.
5. Legal Security and Data Protection
The entry of the miDNI reinforces legal certainty, as it reduces manual transcription errors. However, entities must take the following into account:
- Responsibility for processing: If the data is incorporated into municipal files, the entity is responsible.
- Confidentiality: It is necessary to ensure that the systems comply with the National Security Scheme (ENS) and guarantee the protection of personal data.
- Qualified officials: The entity must keep the register of officials authorized to assist in electronic identification updated.
6. Issuance ofidCAT Certificate when the person identifies themselves with miDNI
In the case where the entity is a registration entity (RE) idCAT, has the procedure to follow for the issuance of theidCAT Certificate when the person identifies themselves using miDNI.
7. Where can I get more help?
All information related to miDNI is available at miDNI websiteYou can also send your queries to midni@policia.es or at the telephone numbers indicated on the website.
Conclusion
Entities should not limit themselves to “allowing” the use of miDNI, but should see it as an opportunity to eliminate paper and simplify proceduresYou must commit to:
- prepare the in-person service offices with systems for verification (QR readers, application),
- train staff on the verification application,
- have registered with the Via Obert interoperability service to prioritize online consultation.
These measures are the necessary steps to move towards a more efficient, effective and respectful administration with the rights of citizens.
