Within the process of continuous improvement of the different procedures available in e-TRAM 2.0, from May 16 let's move forward in one second version of the procedure "Change bank account for creditors”, while doing it more usable and practical for organizations.
The work process involved collecting different observations and proposals, and then sharing a preliminary version of the "new" procedure with the treasury managers of different municipalities, until finding the version that best suited the treasurers' needs.
It is worth mentioning that all this work has been possible thanks to the invaluable help of Localret, which has made it possible for us to count on the collaboration of different treasurers and treasurers.eres of the “Digital Agenda Treasury Group”. Based on their observations and proposals, which we at AOC appreciate, today we present this second version of the procedure, which improves aspects of language (making it simpler), includes new modalities, and resolves technical aspects that limited its use. Specifically:
The name of the procedure has been changed to "Communication of bank details to receive payments from the Administration". We understand that the new name is more understandable and, above all, allows to add more modalities to the same beyond the existing account change (see next point).
A new modality is activated in the procedure: "Registration of bank data communication". To the new procedure, beyond modification of data from an existing account, registration is also offered. This new modality is very interestingeresholy because it makes it easier to respond, for example, to all subsidies and aid to citizens and entities (which are a large part of the revenue received by city councils).
The change of bank details happens to be for "all" the credits that you have with the entity. Until now, the procedure allowed defining the details of which specific credits involved the change of bank data. However, in practice this was an element that in many cases prevented the adoption of the same due to the impossibility of management by many bodies. So, and based on the comments and contributions from the local world, it has been decided to only offer the exchange for the body's set of credits.
The presentation of a certificate of ownership of bank data is now mandatory. After discussing it with different entities, - and especially with the Treasury group of the Digital Agenda that promotes Localret -, we see it necessary to go towards a model of providing a certificate of bank ownership. In this sense, the model that allows the option to make only a responsible declaration is left for later, pending the availability of automatic verification systems.
Below is an image of the last form of the procedure:

Overall, with the implementation of these changes, we think that the procedure will be more practical for you, but at the same time it will remain a good practice to collaborate in the prevention of fraud. So, you are encouraged to import and activate it in your catalog starting May 16th.
