The meal assistance workshop promotes phase 2 of the pilot with e-TRAM

On November 24, the AOC held a workshop with the participation of several town halls and county councils to continue advancing the digitalization of applications for school lunch subsidies.

We would like to thank all the participating entities for their participation. Their contributions, experiences and willingness to align criteria have been key to strengthening the model and to starting this phase 2 with a more solid, realistic and results-oriented piloting.

What did we achieve with the workshop?

The workshop has allowed us to continue defining the electronic confirmation form for families that have not had socioeconomic changes compared to the previous call (form 2025).

Specifically, it has allowed us to:

  • Advance to a simplified form model: Prioritize essential data and determine which ones could be obtained from common sources (exchange files).
  • Identify data that cannot be automatically recovered,  and try to minimize those that families will have to provide.
  • Analyze the way to present and teach them on the same form.
  • Improve interaction with data, because unlike last year it will not be necessary to consult the data in the citizen folder, as they will be reloaded into the form itself to compare them.

With a realistic scope we were able to identify which fields make sense to display, which ones need to be provided for the purposeeressat, and which ones we will need to leave for later phases, which has allowed us to define the following operating scheme.

The new form that emerged from the workshop should allow us to:

  • Standardize a common model in a hitherto heterogeneous area, starting with confirmations for families that have not had socioeconomic changes compared to the previous call (potentially 50% of total applications).
  • Reduce the load for families and administrations.
  • Guarantee legal security at every moment of the process.
  • Laying the foundations for future interoperability with registry, RALC and corporate systems, on a scalable model that can be progressively extended to the entire territory.

And how will the second phase of the pilot work?

In the first edition, the pilot project included the participation of the Maresme and Vallès Occidental regional councils, processing more than a hundred applications.

For this second phase, the objective is to expand the scope of the pilot and facilitate that, when the application period opens (May 2026), participating entities already have the new form for confirming meal benefits in e-TRAM (in those cases without socioeconomic changes), so that citizens can process it electronically.

In order to publicize the new model, a specific session aimed at regional councils will soon be held, with the aim of allowing them to learn the details and assess their incorporation into this phase 2 of the pilot.

We consider that this evolution representa a step forward towards a common, more agile and homogeneous model for managing and processing school grants in the territory.
