In recent months, the Generalitat de Catalunya has developed some inter-administrative procedures with its own forms platform that has advanced functionalities and provides many usability and management advantages, especially with regard to integrations with the Departments. Despite starting from EACAT, these procedures are managed within the Generalitat de Catalunya platform.
However, the new platform operates with some conditions and restrictions with respect to EACAT's usual way of working and this has generated several incidents. We are working intensively with the Generalitat to resolve these shortcomings, but the complete resolution will take several months. We will keep you informed as the corrections are gradually implemented.
We detail the main current limitations and how you can manage the procedures.
How to identify the forms of the Generalitat de Catalunya
Currently, when accessing the catalog of services and procedures, it is not clearly displayed or informed that you will access a form external to EACAT. The only way to know is because a new window opens with a URL from the Generalitat de Catalunya.
When you click Open Form, a new tab will open in your web browser and you will see that you are entering the processing portal of the Generalitat of Catalonia (Gencat).
Authentication and access to forms
Right now, to access the forms it is essential to have a T-CAT certificate from your entity and you must identify yourself again when accessing the Generalitat form. You cannot access with the EACAT username and password.
Problems with editing and signing the form
Since September, it has been allowed for the person who edits and the person who signs to be different and drafts can also be saved so that the process does not have to be completed in a single session.
However, it has been detected that this configuration does not work correctly in some forms. For example:
- Application for a subsidy for the modernization and conditioning of the sports facilities of the Basic Network for the period 2025-2029.
- Request for subsidies in kind for the acquisition of new publications in Catalan or Occitan destined for the libraries of the Public Reading System of Catalonia (CLT063).

When you start an HTML procedure of this type, you are leaving EACAT to access the forms platform of the Generalitat de Catalunya.
Remember which has some restrictions regarding the operation of EACAT:
- Make sure you have a T-CAT certificate from your institution to enter.
- Save a draft If you cannot complete the form, you can recover and edit it later from the “Drafts” tab of my procedures.
- If another person needs to sign: The procedure will not be sent to them automatically. You will have to save it in the “Drafts” tab of my procedures and notify her by signing manually.
Improvements planned in collaboration with the Generalitat de Catalunya
With the aim of reducing current incidents and facilitating smoother processing for local entities, the AOC and the Generalitat de Catalunya are working on a series of improvements that will be progressively implemented over the coming months. The main lines of work are the following:
Initial notice of access and use restrictions
A warning message will be displayed when starting these types of forms to clearly inform about the particularities of access, authentication and operation.
Simplification of authentication process
We are working to make access to forms much easier. With the integration with VALID AP, Single Sign On (SSO) will be implemented, which will allow:
- Access the forms directly with the same EACAT username and password.
- Without having to do a second identification.
- No need to have a T-CAT to be able to edit the procedure.
This will allow any authorized EACAT user to enter and work on the form much more quickly.
Improved editing and signing flow
Work is being done to improve the processing flow in order to incorporate the possibility of differentiating between:
- Save a draft to continue editing later, and
- “Send for signature” so that the mayor (or whoever is responsible) can sign the form when it is completed.
This functionality will allow the procedure to be automatically integrated into the EACAT pending signature tray, significantly improving coordination between editors and signers.
