The next March 13, we will have the opportunity to listen Carlos Santiso, Head of the OECD's Digital Government, Public Innovation and Open Governance Division. In his presentation "Accelerating a people-centered digital transformation of administration", will share in the Digital Government Congress (CGD) his vision on how to drive the digitalization of the public sector with a human and inclusive approach. Based on the global trends identified by the OECD in its report Global Trends in Government, Carlos Santiso will delve into how the most innovative governments are rethinking public services, relying on the intelligent use of digital technologies and data to redesign processes and policies, as well as on the active involvement of society.
Santiso is recognized for his work in promoting a smart government that integrates digital tools and innovative models to improve administrative efficiency and transparency. In his words, “it is not about digitizing for the sake of digitizing, but about simplifying people's lives.” He believes that technology should serve to improve the quality of public services, making them more agile, personalized and efficient.
With an international career spanning over 20 years, Carlos Santiso has led initiatives in digital transformation, democratic governance and public innovation in America, Africa and Europe. He has been at the forefront of digital innovation in institutions such as the Inter-American Development Bank, the African Development Bank and the Development Bank of Latin AmericaHe has also worked for the governments of France and the United Kingdom on international development and democratic governance. He currently sits on the advisory boards of the World Economic Forum and the United Nations in public governance.
The OECD recently published the Digital Government Index (GDI), which assesses how countries are using digital tools to improve their public administration. According to Santiso, artificial intelligence can be a key tool to anticipate citizens' needs and personalize public services efficiently. However, he also warns about the risks of digital exclusion in unequal economies and underlines the importance of ensuring an accessible digital identity for all.
Furthermore, Santiso defends the role of the govtech to accelerate innovation in the public sector. It highlights initiatives such as the GovTechBizkaia, the GovTechLabMadrid or the Córdoba Ciudad Inteligente Fund in Argentina, which have helped to boost digitalization and the local innovative business fabric.
