The e-TAULER updates the design of the citizenship portal and adds the consultation of announcements and historical edicts
The current version of the e-TAULER was put into operation more than 10 years ago, and in December 2023 it will far exceed 1.000 users (specifically 1.060), and we are very close to reaching 500.000 published advertisements.
During all these years e-TAULER has been a service that has been evolving more in the field of public administration personnel (internal management), providing the solution with different improvements such as the possibility of sending announcements to other administrations and receive them in the e-TAULER itself or the integration of the service with file managers. But at the end of 2023 it is time to make progress in improving the service towards citizens, making a major leap in aspects of design, usability and accessibility, but also adding new highly demanded functionalities like the public consultation of the history of edicts, a new element that reinforces the principles of transparency and accountability.
The new version offers a better reading and clarity of the elements, especially on mobile, and in general one most current image and aligned with it new design system which will be applied to AOC services intended for citizens. Search is also given more prominence and the space limitations of featured ads (if activated) are overcome.

In this new version of the citizenship portal, a effort to further improve accessibility and to comply with Royal Decree 1112/2018, of September 7, on accessibility of public sector websites and applications for mobile devices.
For the purposes of promoting an improvement in transparency and the retention of accounts, in the new version of the service any announcement or edict that has been published in e-TAULER it will be published in the history whenever one of these 2 circumstances occurs:

It is worth saying that the publication of announcements and edicts in a historical is based on the spirit of Law 19/2014, of December 29, on transparency, access to public information and good governance and State Law 19/2013, of December 9, on transparency, access to public information and good governance and also Law 10/2001, of July 13, on archives and document management.
From the point of view of the documentary evaluation tables, the works have been based on the criteria of TAAD 30, which refers to the official publication of edicts and announcements by the Generalitat de Catalunya and other entities or people , when it corresponds in accordance with the legal system.
Regarding the period of exposure of the information, the TAAD 30 specifies that it must be 6 years until its elimination. However, the calculation of time must start on the date of submission to the Audit Office or external control bodies, and bearing in mind that this date is much later than the creation of the announcement, it has been agreed that every edict will have a maximum effective period of publicity in the historical section of 8 years (to give enough time for active advertising, which allows the 6-year term to be included by default).
And what should I do if I don't want an announcement or edict to appear in the "Historical" space (intended to advertise all historical announcements and edicts)?
At any time (either at the time of publication, already published, or even withdrawn and already recorded in the history), we will have mechanisms to decide if an announcement or edict should not appear in the historical once removed.
The management of the visibility of an edict in the history can be done from the two modalities available through the service. EACAT “white label” screens or via integration (WS), as shown below:
You only need to mark the option "contains personal data" in the management of the ad and it will no longer appear in the history. To do this, simply indicate this on the solution management screen as shown below:

The integration model incorporates the possibility to inform that an announcement or edict is not shown by default in the history. To do this, the messaging allows you to optionally inform if the announcement or edict "Personal Content" . In the event that it is indicated that it contains, the edict or announcement will no longer appear there.
For more details on the integration model, you can refer specifically to section 3.2 of the documentation published in GITHUB with e-TAULER integration information, where you will find the optional novelties to be parameterized, associated with the non-publication of edicts or announcements in the history.
So, whether with the option via EACAT screens or in the case of an integrated entity via the WS, informing that the announcement or edict contains personal data, this will no longer appear in the history section once removed.
Since the end of November, the first deployments of the new environment (piloting) have already begun, and in fact different people have already seen it fully functional. You can consult for example the notice board of the Plan d'Urgell County Council, board of edicts of the Regional Council of Alt Urgell, or the same notice board of the AOC Consortium.
It will be during the first quarter of 2024 when we will start the work of communicating the changes to the service (via informative posts, communications via EACAT...), and we will start the deployment in the territory, with the expectation of finishing it in the second quarter of 2024.
