Manresa City Council has developed a guided assistant that facilitates the submission of license applications and works communications. Through this new tool, available on the council's electronic headquarters, procedures are simplified, errors are avoided and deadlines are reduced, increasing agility and efficiency.
Legislative changes and increased demand have complicated the processing of building permits. The guided assistant clarifies the regime applicable in each case, resolves doubts at the time of making the requests and ensures the correct presentation of the documentation, thus eliminating errors that unnecessarily lengthen the processing.
It is an innovative initiative that is contained in theDigiCanvis Observatory.

The guided assistant is an online application accessible from the works procedures section of the council's electronic headquarters and is based on a four-step web form.
Based on the answers provided in the form, the assistant identifies the procedure that the user wants to perform, indicates the documentation that must be provided and provides the link to perform the procedure.
The City Council's Licensing staff is responsible for maintaining and configuring the guided wizard. They are responsible for establishing the tree of questions and defining the necessary documents in order to guarantee that this is fulfilled in accordance with the current urban planning regulations.
What are the benefits?
- Improved efficiency. The tool simplifies the circuits and minimizes possible errors in the submission of applications, reducing processing times. The City Council becomes more agile and decisive in the management of building permits.
- Reduction of face-to-face attention. The guided assistant reduces recurring queries relating to communications and building permits and resolves possible doubts at the time of electronic processing.
- Promotion of economic activity. The agile management of building permits and the reduction of deadlines are fundamental to incentivize economic activity and to facilitate private initiative to see their projects developed quickly and efficiently.
The service has been in operation at Manresa City Council since February 2023 and already has activity data: 530 people have completed the construction assistant form and 356 have completed it successfully.
