Electronic procedures: the ball is on the roof of the Administration (not the citizen)

In the relationship between citizens and public administration there are two types of people: those who DO NOT they want to relate to it by electronic means and those who YES. The first type has every right to want to do their business in person or by phone. And the second must also be able to exercise the right to do so only electronically. Therefore, it is the administration that must put all the necessary means so that all citizens relate in the way that suits them best.
