Open Administration Recognition Methodology

WHICH ADMINISTRATIONS ARE GIVEN TO?
The Open Administration Recognitions are given to the local administrations of Catalonia that are being transformed more and better digitally. Specifically, we evaluate the 947 town councils and 42 county councils and do so by analyzing the main indicators of digital and open governments, based on objective data.
The awards are divided into seven categories:
- Councils of 1 to 500 inhabitants
- Councils of 501 to 1.000 inhabitants
- Councils of 1.001 to 5.000 inhabitants
- Councils of 5.001 to 20.000 inhabitants
- Councils of 20.001 to 50.000 inhabitants
- Councils with more than 50.000 inhabitants
- County Councils
WHAT DATA DO WE TAKE INTO ACCOUNT AND HOW DO WE OBTAIN IT?
We consider two types of information:
- Activity of the digital services of processing with the citizenship, internal management and interoperability
- Implementation or availability of digital public services
The activity of digital administration carried out by an entity (procedures, notifications, interoperability queries, tenders, invoices, etc.) we obtain it from the following sources:
- Use of AOC services (e-TRAM, e-NOTUM, Via Oberta, e-Tender, e.FACT, procedures EACAT,…). You can consult the source of information at:
- Information provided by the entity itself or by the market company providing services to the entity (for cases where AOC services are not used)
- In these cases the information provided is contrasted.
To know the degree ofimplementation of digital administration in an entity, we analyze your website to see if it contains certain items:
- If they have an e-mail address/transparència, contractor profile, citizen folder, open data, digital administration regulations, etc.
With this information we develop indicators that allow us to give a reliable picture of the digital services offered by local bodies in Catalonia to society as a whole, as well as to measure their degree of digital transformation.
The indicators obtained are represented graphically and interactively through a web application, so that the town councils and county councils can review them and send us their relevant doubts and / or observations. See the 2019 digital administration indicator maps.
DETAILED DESCRIPTION OF THE METHODOLOGY
The analysis of the activity of local bodies was carried out during the month of January 2020, and all the usage data for 2019 were taken into account.
The activity recorded by each of the services has been divided by its population ens in order for the values obtained to be comparable.
The analysis of the information on municipal websites has been carried out during 2019 and early 2020. It collects data from 947 Catalan councils and the 42 county councils of Catalonia. The AOC Consortium has analyzed all web pages and verified that the items specified below have been complied with.
ACTIVITY INDICATORS ANALYZED
To carry out the comparative evaluation, the activity ratio per inhabitant (in general) or the percentage of digitization (in the case of electronic contracting) was considered. Despite this, the activity ratios obtained for each entity are only comparable between municipalities or counties with a similar population.
The methodology of evaluation of the activity by comparison of the ratios per inhabitant, is based on the principle that in a sufficiently large set of entities, there are always some that have excellent ratios and these are taken reference to define the maximum score awarded. The rest of the organizations (with lower ratios) receive staggered lower scores.
This methodology is based on the work of Mr. Máximo Fraile, expert in the evaluation of services and public policies. In the 2018 Digital Governance Congress explained his methodology.
The score of each service has been weighted according to its importance and degree of deployment in the local world that allows us to make homogeneous comparisons between local administrations.

IMPLEMENTATION INDICATORS ANALYZED
To evaluate the implementation indicators, the websites of the 947 town councils and 42 county councils have been reviewed. Specifically, the availability of digital public services that are mandatory in accordance with current regulations or that add value to the public has been analyzed.
Below we detail the items analyzed, grouped into seven blocks.
1.- Open government
If you have an electronic office (headquarters)
The e-Office is the email address available to citizens through which public administrations disseminate information and provide services. The ownership, management and administration of the electronic headquarters corresponds to a public administration, body or administrative entity in the exercise of its powers. The headquarters guarantees the unequivocal and full identification of the owner administration and the veracity, integrity, authenticity and validity of all the contents.
If you have a portal transparència
In its preamble, Law 19/2014, of December 29, transparència, access to public information and good governance, defines it as “the basic and general instrument to provide citizens with information in an integrated manner from all public administrations. This portal is configured as an electronic advertising platform on the internet, which allows access to all available information and which contains links to the electronic headquarters of the administrations and entities that are part of it.”
If you have a search engine on your website
If the municipal website has a content search engine.
If you offer the contracting profile
If you have a space on its website for public access to information relating to your contractual activity; with security and publication of evidence.
If you have an electronic board
It is the electronic means of publishing information of general interest, communications and acts dictated by the local body. As the e-headquarters, the electronic board must guarantee the requirements of security, integrity, authenticity, availability and generation of evidence. This year it has been assessed whether or not it is secure.
If you have a citizen's folder
It is an environment of communication between the public and the citizenry. It allows you to process and make consultations in a totally confidential and secure way about the subjects of interest of the citizens (registration, taxes, etc.) without having to go to the municipal units.
If you have used electronic voting
If we are encouraged by this public management tool for improving democratic quality and political participation. An example would be electronic voting to achieve participatory budgeting.
If you use citizen participation as a tool for relating to your citizens
According to article 69 of Law 19/2014, of December 29, of transparència, access to public information and good governance, people have the right to participate, through the presentation of proposals and suggestions, in the regulatory initiatives promoted by the Public Administration. As defined by governobert.gencat.cat “citizen participation or involvement is the incorporation, in a transparent and orderly manner, of people and civil society in public decision-making, in order to empower them. Together with the transparència and the openness of data, makes up open government”.

2.- Processing
If you offer us online procedures
If you have telematic procedures, based on a form that allows the citizen to start and end an administrative management via the Internet, without having to go to the municipal offices. If the entity only offers the option to download forms (such as a Word or PDF document), we consider that it does not offer online procedures.
If you have the option of processing a generic request or request online
If it offers the possibility of processing a generic application or application online, understanding that this would allow a minimum compliance with the obligation to offer the possibility to citizens to interact by any means.

If you offer your census of inhabitants
If the entity has made the telematic connection of the data of its municipal register of inhabitants with the platform of the AOC Consortium (as a data issuer) and, therefore, makes its data available to other administrations .
If you offer home communication
If the entity, after connecting its municipal register of inhabitants to the platform of the AOC Consortium, offers citizens the possibility of communicating electronically the data of their domicile of residence (which appears in the municipal register) to other public administrations .
5.- Digital identity
If the entity is a T-CAT registration entity
The T-CAT registration entities are T-CAT card issuers, the staff card of the Catalan public administrations and contains CATCert recognized digital certificates that allow to guarantee the identity and personal attributes of its holder and that it is linked to the subscriber belonging to the public sector.
6.- Regulations
If you have been approved by regulations on electronic administration:

SCORING AND WEIGHTING SYSTEM
Based on this information, a weighted assessment of the analyzed indicators is applied based on their importance.

Activity Indicators
The assessment of the activity is based on 10 percentiles where all the entities in the same population group are classified. To obtain the final score for each service, the activity is weighted according to its importance and degree of deployment in the local world.
The Activity Ratio of each service per inhabitant is considered and is scored based on the importance of the service, with a maximum score of 20 points.

Final score
La final score for each entity it is obtained by adding the values of the implementation and activity indicators, being one 40 % and one 60 % the corresponding weights.
