This guide offers practical recommendations for the correct publication of procedures associated with business activities through Local Business Single Window (FUE Local)The main objective is ensure regulatory compliance, avoid bad practices such as duplication of procedures or the lack of integration of the procedures associated with the FUE with the entity's procedures portal, and improve accessibility and transparència of the procedures associated with the FUE.

In this context, the WAS Local is the single point of reference for companies, entrepreneurs and intermediaries in their relations with public administrations. It is a virtual space which allows you to manage all the procedures necessary to develop an economic activity, regardless of the territory or the responsible administration.

Driven by theAOC and regulated by the Law 18/2020 on Facilitation of Economic Activity, the Local FUE guarantees compliance with regulatory and technical requirements, as well as the interoperability with the Generalitat's systems with Company Channel I la Guided Search for Procedures.

1. Methods of accessing the Local FUE service

Local entities can access the FUE Local service through two channels, depending on their needs and technological resources. Both options allow business procedures to be published in an interoperable manner with the Generalitat, but have different requirements and responsibilities.

A) Access through the processing solution Etram

The solution, provided by the AOC, incorporates the entire catalog of procedures of the Local FUE and is located fully integrated with Canal EmpresaThis guarantees an automatic update of the procedures and facilitates future adaptations, ensuring their validity and correct functioning.

The use of this solution presents several benefits for local authorities. First, guarantees compliance with the technical requirements necessary to become FUE. In addition, it avoids the need to develop its own solutions, which reduces costs and technological complexity. Finally, maintenance and technical support are assumed directly by the AOC, which provides security and continuity to the service.

B) Access through own processing solution

This option offers local entities the possibility of using their own processing platform, provided that this meets the established interoperability requirementsIn this model, the entity's procedure catalog is connected to the AOC so that it can be transferred and published to Canal Empresa. To do this, it is necessary to previously develop the desired procedures within the own solution, following thestandard that is published in Local FUE service website and send the static XML with the information about the procedures to the AOC.

From the AOC it will be moved to Canal Empresa, but the organization is responsible for ensuring that the information is always maintained updated and operational.

2. Frequent cases and recommendations for improvement

During the implementation of the Local FUE service, situations may arise that affect the optimal integration of procedures with the Generalitat's systems. Below are common scenarios and recommended actions to improve the publication of Local FUE procedures and facilitate the processing experience for users.eressats.

A) Scenario 1: the entity is not a user of the Local FUE

The entity uses a processing solution provided by a private provider that includes FUE procedures, but which are not integrated with Canal Empresa. Despite being published in the electronic office, these procedures are not interoperable and, therefore, do not appear in the Guided Search for Procedures, which may limit their accessibility and visibility.

Solutions

  • 1 option: request registration for the Local FUE service through Etram, which guarantees the continuous updating of procedures and compliance with regulatory requirements. This solution is already integrated with Canal Empresa and can be activated through the procedure “Request for registration and modification of AOC services” available at EACATOnce activated, it is recommended to deactivate the private provider procedures in the electronic office and link the procedures ofEtram to ensure accessibility and consistency.

  • 2 option: integrate your own catalog with Canal Empresa using a static XML file. To do this, you must contact the provider and ask them to use the simplified integration model based on the publication of a static XML file. This integration will allow you to transfer the procedures to Canal Empresa through the AOC. Check the technical requirements here.

B) Scenario 2: duplication of solutions

The entity has FUE procedures published in the electronic office through a private provider, but these do not meet the interoperability requirements with Canal Empresa. At the same time, it also has Local FUE procedures active through Etram, which are integrated. This coexistence can generate confusion among users, as they can find different procedure catalogs depending on the access channel.

Solutions

  • 1 option: consolidate the use of the catalog of Local FUE procedures throughEtram, since it complies with the regulatory and technical requirements for interoperability and guarantees adaptation to future procedures. In this case, it is not necessary to manage any additional registration, since the procedures are already active and integrated with Canal Empresa. It is proposed to eliminate the procedures of the private provider of the electronic office and link the procedures ofEtram, thus ensuring that they are accessible both from the Guided Procedures Search and from the entity's electronic processing space.

  • 2 option: continue using the FUE procedures from the catalog provided by the private provider. Duplication must be eliminated by integrating these procedures with Canal Empresa. To do this, the entity must contact the provider and request integration using the simplified model based on a static XML file. Once the integration is complete, it is recommended to request the cancellation of the service Etram to maintain a single interoperable processing path. Check the technical requirements here.

3. Other revisions to consider

If you use an electronic office other than the one we offer from the AOC, to guarantee correct and accessible publication of the FUE procedures in your own electronic office, it is recommended to review the following aspects:
