Bell-lloc City Council has implemented the biometric signature to its service of attention to the citizenship to expedite the municipal administrative management and to minimize the use of the paper. This system with digital tablets allows instances and documentation submitted by citizens in person to be done by electronic means without the need for digital certificates or special electronic means.
Documents obtained with electronic support are guaranteed to be authentic thanks to the biometric data of the citizen's signature collected with the same validity as a traditional handwritten signature. In addition, with this system it is impossible to replicate the signature and the City Council complies with Law 39/2015 on fully electronic processing of administrative procedures. This measure facilitates access to the new services offered by e-government to all residents of the town.
Initially, the biometric signature has been implemented as a pilot plan in the City Council offices, but a second phase is not ruled out where the system will be incorporated into other municipal units such as library, day center, etc.
Biometric signature implantation is part of digital transformation plan that the Bell-lloc City Council It works to improve management systems and evolve the administration towards an increasingly efficient, agile and transparent organization. This is one both technological and organizational adaptation of the City Council, whose ultimate goal is to improve the provision of public services offered to the public.
