As we already highlighted in the lasteres publications in Blog of Contracting, the e-procurement (including bidding) is mandatory, effective March 9, 2018.
To adequately deal with the change that involves the use of electronic media in public procurement, the AOC offers various solutions (offered by the Government of Catalonia) to local authorities and universities, which can fulfill the established to the LCSP:
- Public Procurement Services Platform (PSPC): is more than the contractor profile because it has dual functionality: on the one hand, it is a management tool for maintenance and dissemination through the Internet of the data of bids, adjudications, formalizations and all that information that is considered relevant; and on the other hand, is the hiring portal of public access. It is also a tool for the electronic bidding, by means of the e-tender and the Digital Envelope 2.0. The publication of announcements, information and results has legal effects when it is in the aforementioned profile of the hosted contractor. In addition, it is syndicated with the Public Sector Contracting Platform. of the State, so the information published in the PSPC is also published in the State Platform and vice versa.
- Presentation telematics of offers: this service allows the electronic submission of bids not clogged designed for smaller contracts, negotiated without advertising, derived from simplified framework and open agreements. It is available from the PSCP.
- Digital envelope 2.0.: is a solution for electronic bidding, designed for electronic filing of overdraft offers in open procedures.
In this case, the bidder will encrypt his proposal and submit it to the contracting body with guarantees of availability, completeness and confidentiality of the tender submitted. The Digital 2.0 Envelope is accessed. from the PSPC itself, where users can configure the envelopes of the tender as appropriate.
- Public Registry of Contracts (RPC): through this tool the us communicate the data and documents on public contracts that have already been awarded, including those equal or higher than € 5.000 (€ 3.000, for universities), as well as any possible modifications, extensions, variations in terms or prices, the final amounts and their extinction.
In addition, it facilitates the sending to the Audit Office of Accounts of the information that it has registered and access to the deposited documentation. The Administrative Contracting Advisory Board is responsible for transmitting this information to the Public Sector Contracts Register.
- e-Auction: is a repetitive process for awarding contracts that has an electronic automatic evaluation device which can be used for any contracting procedure in which it is appropriate, in accordance with public procurement regulations.
- Electronic Proceeder of Contract Records (TEEC): (currently in the pilot phase) addresses the contracting units, by process recruitment files In a complete and simplified way, from its origin to its completion, some of the functions offered by TEEC are: i) the maintenance and management of contract files; ii) contextual help regarding the required fields and documents, as a guide to advance the status of the file; (iii) management and maintenance of the company register transversally for all contracting units; and, (iv) integration with the PSCP and the RPC, for the publication and communication of information.
By integrating these contracting tools, other AOC services facilitate the fulfillment of the LCSP's obligations through these:
- eNotum: for sending electronic notifications and communications relating to procurement files. This functionality is active since PSCP for all local entities and universities that are registered with the service.
- MUX: for the register of presentation of documents and proposals at the local level and universities.
- Validator: is the platform of identification and signature services, for the validation of signatures and obtaining the time stamp for the certification process of publishing information.
- Identity ManagerEACAT: for access to PSCP i RPC through this platform.
- Save it: allows the management of electronic documents and files during the period of their processing, while they remain open and until their closing, at which time they must be transferred to the final digital file (integrated with the Public Register of Contracts).
- iArxiu: this platform allows the archiving of electronic documents, for the archiving and conservation of publications made in the PSCP.
- T-CAT: for access to the services with a recognized electronic signature certificate.
