The Public Procurement Services Platform incorporates since mid-2024 the automatic generation tool Single European Procurement Document (SEPD), which simplifies and speeds up the participation of companies in public tenders.
This tool facilitates the presentation of the DEUC in formats XML and PDF, reduces paperwork, avoids errors and encourages transparència in public procurement. Both contracting authorities and companies have a unified system, easy to use and aligned with European standards.
What is the DEUC tool and how does it work?
The tool for generating the Single European Procurement Document (SEPD) from the PSCP, allows for the simplification of participation in public tenders, as it makes it easier for companies and administrations to manage this document electronically, quickly and securely.
Access to the tool is free and openAdministrations can access it from the Public Procurement Services Platform (PSCP) and electronic tendering tools (eLicita), while companies access it from the bidding companies space.
What does the contracting authority do?
- The contracting authority creates a DEUC application for each tender through the option: “Create new request”. This request defines what information the bidding company must declare.
- Once created, it must be made available to companies in PDF and XML format and indicate the link to DEUC website in the tender documents.
What should the bidding company do?
- The economic operator downloads the electronic file (XML) of the SPED.
- The amount in the tool available at the bidding company section of the PSCP and fills it in with their data.
- Review the information and generate the final DEUC document in PDF, which is signed and presented together with the rest of the offer documentation.
- If requested by the contracting authority, the electronic file (XML).
This system avoids having to fill out forms from scratch and allows data to be reused in future tenders.
How is the DEUC reviewed?
If the company has submitted the ESPD in electronic format, the contracting authority can upload this file to the tool and automatically validate its content, which speeds up the review of offers.
New features planned for 2026 to improve functionality:
This functionality will soon incorporate the following improvements:
- Integration with the RELIC to autofill data.
- Intelligent fusion of requests and responses to reuse information.
- Improved PDF to make it more usable.
- Possibility to also sign the XML file.
