The purpose of this post is to clarify that communications between the public administrations of Catalonia, its public sector and any other body that has to communicate by electronic means with the bodies of the Catalan public sector, as well as the inter-administrative submissions that all the previous subjects have to carry out with the General State Administration and the European union are carried out through the platform EACAT and not fromENOTUM.
ENOTUM is a tool intended to send notifications and communications between the entities that make up the public sector of Catalonia and citizens (natural and legal persons). The big difference between both tools is their subjective scope, on the one hand; and, the objective scope, on the other, since ENOTUM only serves to make notifications and communications directed exclusively to citizens, while EACAT can cover any communication between the entities that are members of it, according to the specific conditions of the service.
Thus, following the current regulations, we have that public administrations must relate to each other through electronic means, in accordance with art. 3.2 of Law 40/2015, of October 1, on the legal regime of the public sector. And, that EACAT, is configured as the closed environment in which electronic documentation is transmitted between public administrations, following article 44 of the same Law and article 11.3 of Decree 56/2009, of April 7, for the promotion and development of electronic media in the Administration of the Generalitat.
Therefore, after all that has been mentioned, it is clear that ENOTUM is the tool that the entities that make up the public sector of Catalonia use to make electronic notifications and communications to citizens and that EACAT covers any electronic communication between Catalan public administrations. Consequently, any communication between two Catalan public administrations, its public sector or any other entity that has to communicate by electronic means with Catalan public sector bodies, must be carried out, therefore, by EACAT.
