Recently approved Decree 30/2015, of 3 March, approving the catalog of activities and centers required to adopt self-protection measures and setting the content of these measures (published in DOGC no. 6824, of 5 March 2015). This new decree updates Decree 82/2010, of 29 June, and has entered into force one month after its publication in the DOGC (date on which Decree 82/2010 has been repealed). The modification responds to the need, based on the experience gained, to improve and simplify the processing and registration of self-protection plans (PAU) with special emphasis on activities that affect especially the local world.
From the entry into force of Decree 30/2015, the town councils will receive notifications of the different events related to the Self-Protection Plans that affect their municipality in their I/O register. This notification is automatically generated by the information system that supports the management of the PAUs, called HERMES, making an entry in the electronic register of the corresponding town council, using the platform EACAT.
In the event that an action is required by the city council, this can be done using the same HERMES, which is accessed through a personal certificate of recognized signature that accredits the user as a staff of the Public Administration.
The format of the issue of settlements generated by HERMES in the electronic register of local bodies is of the type: “Hermes Platform: XXXXXX“, Where XXXXXX indicates the concrete action that affects the PAU.
In order to process with HERMES, the town councils must register, in this application, the people they believe are relevant as “City Council managers“. To do this, send the data to the following address: protegciocivil@gencat.cat. If your city council has changed the people who were registered with HERMES, you need to enter the details of the people who must be registered in the application and the people who must be registered.
