Easier and more proactive administration: the latest developments in AOC services

On March 17, as part of the conference “Revolutionary Local Governments“, the AOC presented the new features of the AOC services and some of the main projects that the AOC is working on this year, with the same goal as always: less bureaucracy, more security and a completely renewed user experience.
EACAT: Goodbye EACAT Classic, hello New EACAT
After more than 20 years, theEACAT Classic has given way to the new EACAT, a completely renewed platform, more intuitive and with a much clearer user experience, maintaining all the usual functionalities but expanded thanks to a more secure, reliable and scalable cloud architecture. The new environment incorporates a catalog with an advanced search engine, more powerful processing trays and a new centralized management of users and permissions.
In the coming months, improvements will be added such as the renewal of mass submission, a notification system that will notify you of everything that happens in your procedures, making the platform more proactive and easier to follow, and the forms ecosystem will be renewed to make it more modern and usable, and a new integration layer will be made available that will allow you to connect EACAT with other processing systems in a simpler and more efficient way. All this to simplify and streamline inter-administrative processing.
Identity and signature services
Regarding digital identity and signature services, two new features were presented:
Wallet idCAT: a mobile application that will allow users to idCAT Mobile identification before Catalan public administrations, obtaining and using cards in electronic format and signing documents with electronic certificates remotely.
VALID-AP: New specific identification platform for public workers integrated into the new EACAT.
Via Oberta
The standardised procedures are common models validated by the data issuers. There are currently 36 of them, and some include examples of the informative clauses on the consultation of the data. Therefore, they aim to simplify and speed up the completion of the request for Via Oberta, especially for people with little administrative knowledge. Its use aims to increase interoperability, which favors automated, proactive services and the detection of needs.
Digital Certification Service (SCD)
The AOC's Digital Certification Service (SCD) presented some notable new features, such as:
the new website idCAT, more accessible and with all services unified. Among the main improvements is the obtaining of theidCAT Video identification certificate, without travel and completely online.
A has also been implemented new certification hierarchy, which strengthens security and extends the validity of certificates until 2048. In addition, progress is being made towards the remote electronic signature in the cloud (T-CAT RA) and more agile, digital and paperless processes.
eNOTUM
Regarding the service eNOTUM, two major innovations were presented:
eNOTUM+ allows you to manage both electronic and paper notifications from a single point, which greatly simplifies the process. The system takes care of the entire circuit: from postal sending to the return of the delivery status, so that each notification can be fully tracked without complications.
BDSeu consultation: In addition, eNOTUM improves complementary notification by incorporating a query to BDSeu to obtain the contact details of recipients who have chosen the postal channel as their preferred channel. Thanks to this, notifications can be sent by SMS and/or email, without modifying the usual notification channels.
eContracting
The new features of eContracting are looking for save time, improve efficiency and ensure data reliability, reducing manual tasks and duplication.
Once implanted the automatic transfer of data from the Contractor Profile to the Public Register of Contracts, with a high positive impact, especially for the local world, work is being done on the deployment of a new Public Register of Contracts, which will only incorporate data from the PSCP and it is promoted automatic publication of ads on TED for harmonized contracts.
The service roadmap also includes dashboards, improvements to the HTML DEUC and improvements in the visualization of contracting activity, to strengthen monitoring and information quality.
The AOC is not only digitizing processes, but is creating a more proactive and simpler ecosystem for both citizens and public employees.
