From July 20, 90% of the citizens of Catalonia's councils can now use the new system idCAT Mobile to make online transactions very easily, safely and free of charge.
IdCAT Mòbil has been activated by more than 900 local administrations that use the AOC's e-TRAM electronic processing. IdCAT Mobile is an authentication and electronic signature system for online procedures that, unlike digital certificates, does not require installing any software or remembering a password and is therefore much more usable and practical. IdCAT Mòbil is based on sending single-use passwords to the mobile phone at the time the person completes the online procedure, in the same way that many financial institutions and social networks have been doing for some time.
In addition, it allows you to identify and sign through any mobile, tablet or computer and the electronic signatures produced have legal value and are suitable for formalities with an average level of security in accordance with current regulations.
Promote online processing
Currently the level of electronic processing of citizens with local authorities is less than 25%, although 75% of citizens are already regular Internet users. One of the major barriers has been the identification of citizens which has been based mainly on the use of digital certificates.
IDCAT Mobile is a great impetus for online processing, which saves citizens time and annoyance while also facilitating paperless and more efficient management by administrations. According to the AOC Consortium cost study, performing a paper-based and in-person procedure involves a total cost of € 18: € 12 for the citizen and € 6 for the administration.
What procedures can be performed?
Most of the procedures of 876 town councils and all the regional councils can be made, in addition to the services offered by the Generalitat de Catalunya to the Virtual Procedures Office, which includes the citizen folder, generic requests, access requests to public information or company formalities. In the near future, the use of Mobile IDCAT will be expanded to other public bodies and procedures as the technological integration work is completed.
How can I sign up for idCAT Mobile?
Whoever wants to have the idCAT Mobile must register in a simple way and in less than a minute through the web http://idcatmobil.seu.cat or in person at the Citizen Attention Offices of the Generalitat of Catalonia, the Business Management Offices and the local registration entities idCAT. This service is only for individuals over the age of 16 who must identify themselves with an official document (DNI, NIE, passport or residence permit).
The two systems of identification with the Administration, idCAT Mobile and the idCAT Certificate, are independent and fully compatible with each other. Therefore, if a user already has one of them, it does not imply the modification of the data or the cancellation of the first one. Citizens can request both identification services and use them according to the type of procedure they need to do.
The data that the user gives when registering is stored in the Electronic Office file of the Administration of the Generalitat of Catalonia, which is owned by the Directorate General of Citizen Attention of the Department of the Presidency.
When registering on the website, the citizen must provide a personal data set (date of birth, DNI number, barcode of the Health Card of the CatSalut, the mobile phone and the email). The data is checked immediately in an identification process and, if they are correct, the registration is completed immediately.
