The AOC Consortium will offer a solution to manage information on transparència of local bodies

LandLa Law 19/2014, of December 29, of transparència, access to public information and good governance, obliges local authorities to guarantee the transparència of public information, through a comprehensive system of information and knowledge in electronic format. This obligation comes into force as of January 1, 2016.

For practical purposes, these bodies can make this information available to the public only through the Portal of Transparència from Catalunya, organized and managed by the Generalitat and regulated in this Law, or through a space of transparència own, interconnected with the Portal of Transparència.

Currently, the AOC Consortium in collaboration with the Generalitat de Catalunya, Provincial Councils and municipal entities is working on a common solution of transparència for local authorities, which will be presented next October and which will allow you, if you wish, to have a space of transparència specific to your entity. We will inform you about this solution as we have more specific information.

In this sense, those local entities that want to create a space for transparència own, they can choose to choose this solution from the AOC Consortium, or choose other options (market solutions or the solution from the Ministry of Finance and Public Administrations).

Of all handseres, and in this regard, the MINHAP has announced the launch of the “Transparency Portal Service in the Cloud” created by the Directorate of Information and Communications Technologies of the MINHAP. It must be said that we have no evidence that this portal allows compliance with the obligations of Law 19/2014, of December 29, of transparència, access to public information and good governance, approved by the Parliament of Catalonia, which substantially expands the obligations of transparència with respect to the legislation of transparència state.
