Esther Pano, independent member of the General Council of the AOC 

Esther Pano joins the General Council of the AOC as an independent member, at the proposal of the Government of the Generalitat, within the framework of plan for reforming the administration and improving public servicesThis designation responds to the desire to strengthen the governance of public entities through the incorporation of independent profiles that provide an external perspective, proven expertise and plurality in decision-making.

The modification of article 11.1 of the Statutes of the AOC, ratified by the Executive Council on June 25, empowers the Generalitat to appoint independent members to the highest collegiate body of the AOC. This measure aligns with the guidelines of the CETRA (Commission of Experts for the Transformation of the Administration), which promotes more effective, transparent and results-oriented governance.

With a consolidated career in the field of political science and public management, Esther Pano is director of the Carles Pi i Sunyer Foundation for Regional and Local Studies, a doctorate in Political Science and an associate professor at the University of Barcelona. Her academic and institutional experience, especially in the analysis of local government, will contribute to enriching the deliberations of the General Council with a critical and expert vision, favoring the continuous improvement of the digital services offered by the AOC.

In this way, the AOC becomes one of the first public sector bodies of the Generalitat to incorporate independent members, which represents a step forward towards a more open, plural administration prepared to face the challenges of digital transformation and the complexity of the public sector.
