The new Public Procurement Services Platform (PSCP), which was put into operation in February 2023, has received the Alfons Ortuño Award in the category transparència, good governance, evaluation and quality. The new Public Procurement Services Platform is a key piece of compliance with the requirements established by the Public Sector Contracts Law.
La PSCP It is led by the Technical Secretariat of the Public Procurement Advisory Board, together with the ICT Area of the Department of Economy and Finance and has the close collaboration of the AOC Consortium to make extensive use of the PSCP to local administration and public bodies in the university area. Currently 1643 people use us PSCP through the AOC: 1615 local entities and 28 university entities.
This is the VII edition of the Alfons Ortuño Awards, awards given by the School of Public Administration of Catalonia (EAPC) since 2012, of a biennial nature and which recognize the innovative actions and good practices in public management that they carry out the Catalan public administrations.
Catalan model of digital administration: public procurement
The collaboration between different organizations is one of the key parts of the Catalan Model of digital administration. Compared to other models, the Catalan model of digital transformation gives significantly better results.
For example, in the field of public procurement:
- El 87% of Catalan councils they publish their contractual activity in the contractor profile, while 55% do so in the State. In other words, in Catalonia we are 58% above.
- In Catalonia, the 97% of tenders published in the Contractor Profile allow you to submit offers digitally. In Spain it is 74%: that is, 27% higher than in Catalonia.
- Despite these good comparative results, the AOC's Revitalization service is working hard to ensure that 100% of councils publish and bid on the Contractor Profile, as required by the regulations.
