The European Parliament approves the law that will regulate artificial intelligence
The Government has approved the creation of an Artificial Intelligence Commission and the adoption of certain measures in the field of Artificial Intelligence (AI), actions promoted by the Department of the Presidency, through the Secretariat of Telecommunications and Digital Transformation. This agreement will provide the Administration of the Generalitat and its public sector with a transversal organizational framework to coordinate the different areas where AI must be applied in the provision of public services, it is part of the strategy of AI of the European Union and gives continuity to the CATALONIA.AI AI Strategy, which was launched in 2020.
AI Commission: the strategic body for coordination, promotion and guarantee of the application of AI systems in the provision of public services
The Commission ensures regulatory compliance, the protection of personal data and the ethical use of AI systems, and can raise ethical questions that arise to the Data Ethics Committee of the Generalitat de Catalunya, among other functions.
This body is also set up as the debate forum where knowledge and implementation experiences in this area can be shared and cooperation and coordination mechanisms established between the main actors involved in the deployment of AI services. In this sense, the participation of all the departments of the Generalitat and others involved in the technological development of AI systems has been established, such as the Center for Telecommunications and Information Technologies, the Consorci Administración Oberta de Catalunya or the Cybersecurity Agency of Catalonia.
Beyond the internal actors, participation is open to other external experts in the field and to other entities or public administrations, so that they can participate and advise in the tasks of this Commission.
Impulse of the Register of artificial intelligence systems
The Government Agreement has also adopted other measures in the field of artificial intelligence, such as promoting the creation of the Register of artificial intelligence systems of the Administration of the Generalitat.
The Register of AI systems is an essential guarantee instrument in the pre-commissioning and use supervision of artificial intelligence systems and aims to integrate the technical and functional information relating to the use systems artificial intelligence and other algorithms used by the Administration of the Generalitat in its public services. Likewise, the Registry will guarantee the algorithmic transparency of the systems used for the provision of public services in the area of the Administration of the Generalitat.
In addition, it is made available to other Catalan public administrations that wish to make use of the Register, in accordance with the country's digital administration model which is based on interoperability and the reuse of digital services.
