The Government agrees to finance the service Decidim.Catalonia to promote citizen participation in the local world

The Government has approved the transfer of 1.012.000 euros to the Open Administration Consortium of Catalonia (AOC) to deploy the service Decidim.Catalonia promoted by the Department of Foreign Action, Institutional Relations and Transparència, through the General Directorate of Citizen Participation and Electoral Processes.

The expenditure will be divided into annuities of 253.000 euros, between 2021 and 2024, and will be used to implement the platform Decidim in Catalan municipalities, as an open source and free software digital participation infrastructure, which is developed within a framework of collaboration between the Generalitat de Catalunya, the Barcelona City Council and the Free Software Association Decidim.

The service Decidim.Catalonia, which will be coordinated through the Network of Transparent Governments, will offer the local world a comprehensive service, in a “turnkey” format that will include technological, organizational, technical and business support aspects. The AOC will be responsible for making the platform available to the local world Decidim, manage the technical service, provide support for queries and incidents, as well as develop the agreed improvements.

During 2021, progress will be made in the management of the tender, the implementation of the infrastructure Decidim.Catalonia and the implementation of the first pilots (priority in the regions of Tarragona and Lleida where the respective provincial governments do not currently offer the service Decidim). 

It will be from the year 2022 when a gradual deployment of the service to the local world will begin. In this phase, there will be the collaboration of the provincial councils, the Generalitat and Localret itself, and it will be based on a governance model that will be finalized within the framework of the citizen participation working group of the Transparent Governments Network. .

In this way, the Government of the Generalitat makes a firm commitment to citizen participation as a fundamental element for democratic quality, while deploying a digital infrastructure to support the local world, in a framework in which all involved administrations come together to move towards an ecosystem of country participation and of the highest quality.
