Learn about the new AOC financing model: sign up for the information session

Next Monday 2 November, 9.30 to 11.30 h, The AOC is organizing an information session on the new financing model and public prices from 2027. It will be held in person, at Palau Macaya in Barcelona, and online, at AOC Youtube channelThey will intervene. representants of the Localret Consortium, the provincial governments and the AOC. The criteria of the model, the economic impact and the contribution expected for each entity will be explained.

The new model, incorporated into the draft of the new statutes, corrects an imbalance: in 2025 the Generalitat assumed 96% of the financing of the AOC, when its use of the services representa 60% of the activity; the local world and the rest of the entities, with the remaining 40%, practically did not contribute. From 2027, the financing will be proportional and solidarity: each administration will contribute according to its competences, its size and the use it makes of the services.

Proportional and solidarity-based financing

The new model, incorporated into the draft of the new statutes, corrects an imbalance: in 2025 the Generalitat assumed 96% of the financing of the AOC, when its use representa 60% of the activity. From 2027, the Generalitat will assume around 80% -structure, country infrastructure and own use-, the provincial councils will cover their use and that of municipalities with less than 20.000 inhabitants -93% of Catalan municipalities, which will not make any direct contribution- and the county councils will be exempt due to their support work.

The remaining entities will pay a public price that covers only the marginal direct cost of the services they use, with a single annual invoice that includes dependent entities and replaces current public prices, such as that of T-CAT. The model enters into force on January 1, 2027; the published amounts are estimates until the final approval of the statutes and public prices.

An infrastructure that is built once and serves 2.250 administrations

The AOC's budget, €24,6 million, divided between more than 1.000 billion business transactions, comes out to 2,5 euro cents per transaction. It is a low cost because the AOC builds, certifies and maintains each service only once, and more than 2.250 administrations use it without repeating the effort. The alternative would be for each entity to solve it on its own, with as many parallel projects as there are administrations. With the shared model, a small city council has the same capabilities and guarantees as a city or a large administration.

The return is measurable: the use of AOC services generates estimated annual savings of €744 million, with a return of more than €30 for every euro invested.
