With the entry into force of the new Public Sector Contracts Act, 9/2017, on March 9, 2018, incorporates the obligation of electronic processing in all administrative procurement procedures, including the submission of bids by bidding companies.
In this context, we would like to remind you that the Public Procurement Services Platform (PSCP), incorporates among its functionalities available with the registration of the service, the electronic submission of offers (e-Bid) to provide a solution for the case of minor procurement procedures, negotiated without publicity and derived from framework agreement.
On the other hand, in order to resolve this obligation and offer companies the possibility of telematic submission of offers of open procedures that require enveloped solution, the Technical Secretariat of the Advisory Board of Administrative Contracting attached to the Department of Vice-Presidency, Economy and Finance, has developed the “About Digital 2.0 ", as a tool integrated with the PSCP which regulates ORDER VEH/172/2017, of July 25, approving the applications of the Public Procurement Services Platform and the Digital Envelope.
The AOC, as it has been doing with other contracting services offered by the Generalitat, accompanies the implementation of the Digital Envelope in the areas of the local world and universities. In this regard, we are working on the deployment of this service so that during the next week, the user entities of PSCP, have it available and you can select the submission of telematic offers by electronic tender (Digital Envelope), from the “Basic data” tab of new files created in the case management tool PSCP, as shown in the image below.
