The integration between the Public Procurement Services Platform (PSCP) and the Public Registry of Contracts (RPC), implemented in November 2025, is not just a technical improvement; it is a real transformation of the way contracting bodies work, directly supported by the experience of the organizations that participated in the pilot phase and with which a conclusions session has been held, during the lasteres weeks, jointly between the Technical Secretariat of the Public Procurement Advisory Board and the AOC Consortium.
A solution proven by users
The results show an assessment very positive and widespread of integration. The participating organizations agree to emphasize that the system is robust, functional and reliable, and that it has a immediate impact on operational efficiency.
This perception is not theoretical: it derives from real day-to-day use, especially in common processes such as standard procedures or the management of minor contracts, where the gain in agility is more evident.
The big contribution: eliminating duplicate work
The main benefit identified by the teams is clear: integration eliminates duplication of effort.
According to the study of the savings that this integration has entailed for the public administration, which has been carried out based on the methodology generated by the AOC Consortium, it is concluded that, prior to the implementation of the functionality, entering the same information in two different tools (PSCP i RPC), it meant a total time of 22,32 minutes per contractNow, all management is done from the PSCP and the information is automatically transferred to the RPC, reducing the time to 9,2 minuts.
This change represents a 58% reduction in management time, but, above all, it means a real relief from the administrative burden that the users themselves highlight as transforming in their day to day life.
More productivity and fewer errors
The organizations participating in the pilot emphasize that this simplification not only saves time, but also improves the quality of the process by reducing human errors associated with data repetition and increases team productivity.
Better control and more traceability
Another aspect that is particularly valued is the general improvement in the management of files, highlighting the agile visibility of the traceability of shipments through the mechanisms added to the system. PSCP, such as the tracking console built into the Post Manager or email notifications.
Agile adoption and minimal incidents
The pilot results also confirm that implementation is simple:
· Low learning curve.
· Rapid adaptation by users.
· Incidence level less than 1%, concentrated in specific cases.
The incidents detected do not affect the general operation and are mainly limited to more complex scenarios. In particular, the scenarios linked to:
· Post-award phases (extensions, modifications).
· Management of files with multiple batches in aggregated publications.
· Duplication situations resulting from inconsistencies in identifiers or cancellations.
Some aspects of user experience improvement are also identified, such as the clarity of error messages or the need to fill in more mandatory fields, especially in old files. In most cases, these are known or structural limitations, rather than functional defects in the system.
Economic savings with immediate return
The operational improvement validated by users also translates into a significant economic impact: the average cost per contract decreases from €5,02 to €2,07, with a saving of 58,78%.
This saving, projected on all tenders published by local administrations and universities between June 2025 and the end of May 2026, translates into a tangible impact: 93.000 euros and more than 4.000 hours of public work freed upAn immediate return on investment and a clear optimization of public resources.
Methodological note:
It should be noted that the calculation methodology used in the study is based on a base average hourly salary for a general civil servant corresponding to the year 2020 (currently outdated). In order to adjust the estimate to the current economic reality, the current salary cost (including social security) has been additionally calculated, up to a value of €23/hour.
In short, the integration of the Public Procurement Services Platform and the Public Contract Registry is a solution that not only saves time and costs, but also tangibly improves the experience and productivity of public procurement teams from day one.
