To promote Smart Administrations, access to data with public value from the private sector is necessary.
The Federation of Municipalities and Provinces of Spain (FEMP) has created the “Strategic Guide Open Data- Minimum data sets to publish”Which condenses actions, guidelines and recommendations with the aim of guiding municipalities and local bodies in publishing their data in a useful and effective way and promoting the use and reuse of these by citizens, organizations, companies and other administrations.
The document has been prepared by the open data group of the FEMP, made up of technical managers from various councils and entities. The guide constitutes the work itinerary on data openness and its reuse for all local administrations, taking into account the definition of a strategic plan, a technological plan, data models, some measurement indicators in the reuse, a training plan and a proposal on how to carry out the dissemination both internally and externally, always in accordance with the new existing regulations for local administrations.
The guide is aimed primarily at those responsible for local entities in the development of any of the principles of Open Government (transparency, participation, accountability, collaboration), the development of Information Technologies, those responsible for projects of « Smart Cities ”, Innovation and Local Development. The typical recipient would be a medium-large local entity but can serve as a knowledge framework for smaller local entities.
