Barcelona Provincial Council Guide on the regularization of immigrants

On January 27, 2026, the Council of Ministers approved the urgent processing of the Royal Decree that modifies RD 1155/2024 and opens two extraordinary regularization routes for foreign peopleeres residents of the State. The deadline for submitting applications begins on April 16, 2026 (online) and ends on June 30, 2026.

The Barcelona Provincial Council has published a very useful technical note which guides municipal professional teams on the procedure, requirements and role of city councils, especially in the issuance of vulnerability reports and as a source of proof of permanence through the municipal register. We recommend its reading to all local entities.

At the AOC, we want to provide two complementary messages that can greatly facilitate this process, both for the professionals involved and for the applicants.

Supporting documents that can be obtained online

Some of the required documents can be easily obtained online.

To prove the period of residence (5 months)

The individual population register flyer includes the initial date of registration and is vàlid as proof. There are Catalan town councils that allow you to obtain it online with idCAT Mobile, Cl@ve and digital certificate. You must consult the electronic office of each town hall.

Regarding cohabitation flyers with details of cohabitants, they cannot, in general, be obtained electronically for data protection reasons, and require in-person processing.

To prove employment activity for someone else

The Working Life Report can be downloaded from the Social Security electronic office (Importass), with Cl@ve, digital certificate or via SMS.

To prove the lack of a criminal record in Spain

The Criminal Record Certificate can be obtained electronically from the Ministry of Justice's electronic office. However, we recall that the regulations themselves provide that it will be requested ex officio from the Central Prisoners' Registry, so the person would not need to present it.

Signing flyers and vulnerability reports with electronic seal

To facilitate automation, vulnerability reports and individual registration flyers generated by city councils can be signed with an electronic seal of the entity's body, instead of using the personal digital certificate of the technician who issues them.

The right not to provide documents that the Administration already has

It is worth remembering a basic principle included in Law 39/2015: people interesHealth authorities have the right not to provide documents that are already in the possession of any public administration. The technical note of the Barcelona Provincial Council itself explicitly highlights this in each section of documentation.

This does not prevent the fact that, unfortunately, in practice citizens are sometimes forced to go and look for and print certificates that administrations can already consult with each other via interoperability.
