The National Institute of Public Administration publishes the “Consensus for an Open Administration”

The National Institute of Public Administration (INAP) has published the "Consensus for an Open Administration", the roadmap for the transformation of the Administration in a participatory way and through an innovative methodology that has concluded its participation phase developed in the Hazlab laboratory.

This roadmap is structured around four strategic axes of an open administration:

  • investment in public sector capabilities
  • public policies informed by evidence and the best innovative tools
  • citizenship, accessible and humanistic
  • la transparència, public participation and accountability.

The framework document was initiated during the month of March 2024 and, after incorporating the contributions received during the public consultation phase, he started his ideation phase in the INAP Laboratory. 18 working groups of experts were formed in the Public Innovation Laboratory and in July 2024 they were published the results.

Then, the participation phase in the workshops of the laboratory of participation in public policies. The methodology used has allowed the simultaneous work of multiple actors of civil society, both from the academic field and from the field of organizations, associations and companies which, together with the personnel of the public administrations, has allowed to enrich the initial proposals in the 18 working groups. The collaborative work has been essential to identify areas of improvement, propose innovative solutions and strengthen the transparència and dialogue between citizens and the Administration.

The prototyping phase will soon begin at the GobTechLab citizen technological innovation laboratory. After the deployment of the best practices, they will be subject to an evaluation process.
