TV3 documentary “Disconnected”: digital inclusion, a fundamental right
Within the framework of the II Meeting of the Community of Online Data Protection Delegates, organized by theCatalan Data Protection Authority (APDCAT) On Thursday, October 30, the working group was created "Ethical and responsible Artificial Intelligence"This group is coordinated by theAOC, specifically by the Data Protection Officer of the AOC, and Carme Callés, head of the AOC's Innovation Service.
This proposal arises from the collaboration between APDCAT and AOC following the debate that both institutions held in Digital Government Congress 2025 about the need for a public standard for trust in AI that covers all use cases with different levels of risk. The goal is to combine two complementary methodologies:
Within the framework of the Meeting, a group session was organized in the format participatory workshop, where members worked collaboratively on the Zero Moment CANVAS simplified, a tool that allows you to identify the value proposition, the expected results and the first steps of the project. During the workshop, the importance of combine algorithmic transparency and ethical and legal risk assessment to move towards a common model that reinforces the public trust in the use of AI.
The group agreed on the need to develop a common methodology, rigorous but also applicable to practice, which integrates the contributions of diverse profiles —DPDs, technicians, lawyers and AI managers— and which serves as reference for all public administrations that use algorithmic or automation systems with an impact on people.

The workshop was attended by professionals from different administrations and organizations such as theAPDCAT, Diputació de BarcelonaSeveral councils (Girona, L'Hospitalet, Mollet, Barcelona, Mataró and Castelldefels), theIdescat, Universitat de Lleida Pia School of Catalonia i theHospital Clínic of Barcelona.
After presenting the conclusions to the plenary of the Meeting, new entities such as CaixaBank and ICAB expressed their willingness to join the project, valuing its the practical approach and potential to co-build an ethical, transparent and human-centered AI.
