On March 12 and 13, 2025, the Barcelona International Convention Center (CCIB) became the scene of a true revolution with the celebration of the fifth edition of the Digital Government Congress (CGD), under the motto “The revolution of smart governments: inclusiveness, proactivity and sustainability”. Organized by the AOC with the institutional support of the Generalitat de Catalunya and the Localret Consortium, the event brought together more than 1.400 attendees, 235 speakers between professionals from the public sector, research and universities, private companies, the third sector and civil society, 51 public entities i 38 sponsors.

The Digital Government Congress was the chosen framework to present the Institutional Agreement for the creation of the Smart Local Government Network of CataloniaThis is a pioneering initiative, promoted by the AOC and the local world, with the support of the Generalitat de Catalunya, which aims to establish a common framework to guarantee ethical and secure management of public information, as well as promote the use of artificial intelligence to improve decision-making within the public sector.
The agreement was signed during the opening ceremony of the Digital Government Congress which was attended byalbert dalmau, advisor to the Presidency and president of the AOC, and David Quiros, president of Localret and vice-president of the AOC. Also participating were the fourth deputy mayor of Barcelona City Council, Jordi Valls, and representatives of the provincial councils of Barcelona, Tarragona, Girona i Lleida.
The congress was structured around eight strategic axes: digital rights and training, people-centered services, services for businesses, efficient administration, open government and good governance, smart governments, infrastructure and cybersecurity, and cultural change and sustainability. These axes were addressed in more than 90 presentations and round tables, where success stories and good practices that are leading this public sector revolution were presented.
During the conference, sessions such as: Genís Roca, a specialist in transformation processes and digital culture, who analyzed the evolution of data and artificial intelligence in the public sector. In addition, Carlos Santiso, Head of the Digital, Innovative and Open Government Division at the OECD, delivered the presentation “Accelerating a people-centred digital transformation of government”. The journalist Eli Carnicé was in charge of leading the sessions in the auditorium, bringing dynamism and freshness to the interventions, making the debate more enjoyable and close to the attendees. In the other rooms, the collaboration of the AOC staff, Diputació de Barcelona, theAjuntament d'Alella I of l 'Ripollet City Council, who did a great job as session leaders, with enthusiasm and commitment.
The closing of the event was in charge ofAlbert Tort, Secretary of Telecommunications and Digital Transformation, who highlighted the need for a cultural change in administrations to adopt sustainable and efficient digital solutions.
The Digital Government 2025 Congress has been a space for debate and a call to action. It has demonstrated the firm commitment of Catalan institutions to move towards a more intelligent, efficient and people-centered digital administration. The revolution is here, and the challenge now is to transform this momentum into concrete actions that generate a real impact.
