e-NOTUM update: the retirement of messaging version 3.1 begins

As it already went communicate previouslyOn December 15, 2025, the AOC Consortium will deactivate version 3.1 of the e-NOTUM messaging. From that date, all calls and operations made with this version will no longer work.

Affected entities

The withdrawal of messaging 3.1 directly impacts the following entities, which will have to make the move to version 4.0 ofeNOTUM:

  • Universitat Rovira i Virgili
  • Universitat de Barcelona
  • City of Girona
  • City Council of Santa Coloma de Gramenet
  • Town Hall of Torroella de Montgrí
  • City Hall of Santa Cristina d'Aro
  • Naut Aran Town Hall
  • Capellades Town Hall
  • Ajuntament de Sabadell
  • Llagostera Town Hall
  • Alt Empordà Regional Council
  • Solsonès Health Center, Regional Public Foundation

What should I do?

  • Migrate to version 4.0 before December 15th.
  • You can consult all the documentation for version 4.0 at e-NOTUM technical guide.

The new messaging, available from November 2023, includes the following improvements:

  • New notification cancellation operation
  • New recipient identifier types for EU residents
  • Access levels according to EIDAS regulations: instead of the current PPAS and CERT, we will use the HIGH, SUBSTANTIAL and LOW access levels.
  • Simplification of notification states: The VIEWED state is removed and the REJECTED WITHOUT ACCESS and REJECTED WITHOUT ACTION states will become EXPIRED.
  • Citizen identification exclusively through VALId.
  • New user profiles:
    • Representant: will allow a user to act on behalf of another natural or legal person by consulting the representations registered for the service Representa.
    • Official Ability: Will allow designated officials to open notifications from interessates who so wish. Either by spontaneous appearance at the body issuing the notification or due to insufficient means.
