The plenary of the National Pact for the Digital Society (PNSD) met at the Palau de Pedralbes with the presence of Mr. Jordi Puigneró, Minister of Digital Policies and Public Administration and president of the Open Administration Consortium of Catalonia (AOC), and representants of the provincial governments of Barcelona, Lleida, Tarragona and Girona, the Localret consortium, the AMC and FMC.
In the session, it was agreed to deploy, under the leadership and coordination of the Open Administration of Catalonia and the local councils, a digital administration model in the Catalan public administrations. To make it effective, the organizational and economic measures necessary to deal with this commitment will be promoted.
On the other hand, the plenary agreed to speed up the deployment of optical fiber in the territory, in a joint and coordinated manner between the signatory Administrations, foreseeing the necessary budgetary investments to deal with it - each in the scope of its competence and territorial responsibilities - with the aim of connecting all municipalities and areas of economic activity with populated areas of more than 50 inhabitants by 2023.
And, it has also been decided to deploy a cyber security model for local administration, through the establishment of measures, tools and operational coordination models between the public administrations of Catalonia and the Cyber Security Agency of Catalonia.
The pact has been renewed and has incorporated two new areas of action to the existing ones:digital society”, to train and empower citizens and “big cities” to approach the actions of the PNSD from the urban complexity of cities.
Two new challenges have also been added to the original ten, “achieve a cyber-secure country” and “ensure the reduction of the digital divide”, has established the coordination of the challenges and initiatives of the PSND with the digital strategies of the Generalitat and has increased by 185 million euros, the estimated total budget for its execution, around 785 million euros.
El National Pact for a Digital Society in Catalonia was signed on October 24, 2016 by the Government of the Generalitat of Catalonia, the four Provincial Councils, the Catalan Association of Municipalities (ACM), the Federation of Municipalities of Catalonia (FMC) and Localret to establish collaboration mechanisms, jointly promote the development of the digital society throughout the Catalan territory and provide a response to the great challenges posed by the digital revolution.
