Notifications between public administrations and their public sector institutions must be made through the EACAT platform, as determined by the Digital Transformation Commission on 22 June.
This agreement has taken into account the organizational advantages provided by the use of EACAT (notifications arrive at the check-in desk and are distributed from there to the management unit of the corresponding file). An advantage that is perceived in relation to the use of e-NOTUM, especially when administrations act as recipients of notifications (and, remember, all are both senders and recipients of notifications)
The service provided by EACAT strictly complies with the provisions of Law 29/2010, of 3 August, on the use of electronic media in the public sector of Catalonia, when in its article 24 in regulating communication between entities in the sector public by electronic means, highlights precisely this aspect relating to the respective registers of the administrations that interact, as well as the need to ensure that e-government services provide effectiveness and efficiency to communications within the Catalan public sector.
As part of that same agreement within the Digital Transformation Commission, a moratorium was established on the use of eNOTUM as a vehicle for making these notifications between public administrations, to allow organizations that were using for this function have a period to make the relevant adaptations.
One year after the agreement reached, at the last meeting of the Commission, the final date was agreed to apply the restriction to eNOTUM in the issuance of notifications between administrations, so that it can only be used as recipients individuals (citizens) or legal entities (companies and other entities). The date from which the said restriction will apply will be next October 1, 2018.
In addition, it should be noted that, during this period, improvements have been applied to EACAT to more clearly distinguish the notifications within all the procedures that are carried out, so that, for the notification procedures, the receipt will show the date of made available.
