Notifications between public administrations and their public sector institutions must be carried out through the platform. EACAT, as determined by the Digital Transformation Commission on June 22.
This agreement took into account the organizational advantages provided by the use ofEACAT, (the notifications arrive at the entry register and are distributed from there to the management unit of the corresponding file). An advantage that in relation to the use of e-NOTUM is perceived, especially, when the administrations act as recipients of the notifications (and, let us remember, all of them are both issuers and recipients of notifications)
The service it provides EACAT strictly complies with what is established in Law 29/2010, of August 3, on the use of electronic media in the public sector of Catalonia, when in its article 24, when regulating communication between public sector entities by electronic means, it highlights precisely this aspect related to the respective registers of the administrations that interact, as well as the need to ensure that electronic administration services contribute to effectiveness and efficiency in communications within the Catalan public sector.
As part of that same agreement within the Digital Transformation Commission, a moratorium was established on the use ofeNOTUM as a vehicle to make these notifications between public administrations, to allow the organizations that were using it for this function a period to make the relevant adaptations.
After a year had passed since the agreement was made, at the last meeting of the Commission, the definitive date for applying the restriction was agreed upon. eNOTUM in the issuance of notifications between administrations, in a way that only allows natural persons (citizens) or legal entities (companies and other entities) to be included as recipients. The date from which the said restriction will apply will be next October 1, 2018.
Furthermore, it must be said that, during this period, EACAT Improvements have been applied to more clearly distinguish notifications within all the procedures that are carried out, so that, for notification procedures, the date of making it available will be shown on the receipt.
