We would like to inform you that the new version (1) of the Public Procurement Services Platform has been available since yesterday, June 2016, 6.6.0. This new version incorporates new features and enhancements to both the management tool and the Recruitment Portal.
Improvements have also been made in sending requests to the DOGC and in linking information to the various official newspapers (DOGC, DOUE, BOE and BOP).
They are explained below the most important changes. The rest of the changes and more detailed explanations can be found in the news document:
New features and enhancements built into the management tool
• Update of the solvency criteria
The solvency criteria are updated in order to adapt them to the provisions of Royal Decree 773/2015, of 28 August, which modifies certain precepts of the General Regulations of the Law on Public Administration Contracts, approved by Royal Decree 1098/2001, of 12 October. Specifically, the solvency criteria (both economic and technical) will have the following new fields:
- Period: Text field to inform of the period in which the solvency in question will be in force. For example: "The first 3 months".
- Expression: Text field to inform the formula that will be applied in the solvency in question. For example: "In percentage".
- Observations: Free text field to report various observations.
Solvency means have been modified / added. The new values are as follows:
- Economic and financial solvency
o Compensation insurance
o Classification
o Own funds
o Net assets
o Annual turnover
o Others
- Technical and professional solvency
o Quality control certificates issued by official institutes or services
o Indication of the part of the contract to be subcontracted
o Technical installations and measures to guarantee quality
o Machinery, material and technical equipment for the execution of the contract
o Environmental management measures
o Samples, descriptions and photographs of the products supplied
o Average annual staff
o Technicians or technical units
o Academic and professional qualifications of the business community and managers, responsible for the execution

• Date and time of end of publication in the profile under management
As a result of the entry into force of the Law of transparència (article 13.1.d) which establishes that the information relating to the contracts signed must be updated and refer, at least, to the last five years, it is necessary to keep the information on the files in the final stages (vacated award, annulment and formalization) visible on the portal. PSCP for five years. This will cause the number of files to increase significantly in the future and, consequently, the files displayed in the management tool to increase.
In order for users to streamline the management of the list of files, the data 'end date of display to management' has been added within the 'Basic data' tab, to determine, if necessary, the visibility of the files. files only in the management tool.
To search for the files that have expired on the end date of display in management, you can do so by checking the option 'Include files not visible in management' in the search engine on the 'Bidding spaces' tab.
• Add different envelope opening dates
Added the ability to enter more than one envelope opening date. In addition, its description can also be reported.
In order to be able to report more than one envelope opening date, the 'Add another date' button has been added which will add a row to enter a new envelope opening date.
In the event that the last phase is in the 'Published' state and that the validator has accessed with a digital certificate, the 'Publish date' button is enabled. When clicked, a new 'Envelope Opening' amendment will be posted automatically after 5 minutes.
• Inform the end date of publication in the notices
The 'Report post end date' button is added to the notifications that show the fields so that you can enter the date and time when the notice will no longer be visible on the portal.
• Show error list
Currently in PSCP When an error is displayed, only one is displayed, even if there are several.
From now on, the maximum number of errors will be displayed in the error pop-up window instead of showing them one by one.
Publication in the DOGC
The current operation of DOGC submission has been improved by adding a number of new features.
