The AOC participates in COMTIC 2026: space for cooperation and transformation for the local world
Girona hosted a new edition of COMTIC, the leading meeting of ICT professionals in the local Catalan world. More than 300 people participated...
For a few weeks now, the Catalan Traffic Service (STC) has offered the possibility of receiving electronic notifications in compliance with the forecasts of the Law 18/2009, of November 23, which modifies the articulated text of the Traffic, Motor Vehicle Movement and Road Safety Law in penal matters. Its entry into force on November 25 implies an important innovation: the mandatory establishment of the telematic channel for the notification of sanctions.
To notify electronically, it should be noted that the STC uses the e-NOTUM service of the AOC Consortium, the common electronic notification service of the Catalan administrations.
The fact that the STC makes use of e-NOTUM makes it possible for local Catalan entities that manage traffic fines (councils or, when they delegate management, the tax management bodies of the deputations) to also be able to use this tool to notify This is possible since the additional provision 5ª of the aforementioned Law enables them to do so when it establishes that the autonomous communities with executive powers in traffic matters can replace the notifications to the road electronic address by notifications through their IT platforms, for the citizens who opt for them and that the local administrations that belong to the territorial areas of the autonomous communities with competences in the matter of traffic can sign collaboration agreements to make telematic notifications through the notification platforms ( ...) of the autonomous community. In summary, the wording of the Law protects the application of this solution to the Generalitat de Catalunya and the local Catalan administrations.
It should be remembered, however, that the advantages of using the e-NOTUM notification system go beyond that. We are talking about a global system, not specific to traffic penalties; a common system that is currently already used by the departments of the Generalitat and multiple town halls and universities and that allows Catalan administrations to make electronic notifications of any of the administrative procedures they manage with all the advantages that this brings. representa from an organizational and management point of view. And even more, it is a system that makes possible two purposes for the citizen: “putting him at the center” of the relationship with each of the institutions of the Catalan public sector and as a whole, and facilitating access to notifications that public entities send him from any portal or electronic office connected to the system. In this way, the objective of public institutions is also favored: to make the practice of notification effective.
For all this, we encourage the local entities that manage traffic fines to use this service which allows for both quick compliance with the law and efficiency in notification as well as a very important saving in costs.
