The TaulaTIC, convened by COMTIC, met on June 16 at the BCIN in Badalona representants of the Catalan local world, municipalities of all sizes, provincial governments and supramunicipal entities, to advance in the definition of the future Comprehensive Information System of the Local World.
A shared goal: a common and interoperable system
The meeting reinforced the commitment expressed in the COMTIC 2025 Declaration: promote the immediate creation of a comprehensive, unique and interoperable information system, governed by public administrations, that respects municipal autonomy but guarantees homogeneous and shared data.
The common administrative core, the centerpiece
The debate revolved around how to define and govern a common administrative core, which includes essential elements such as:
- people and territory management
- the electronic record and file
- the headquarters and the citizen folder
- interoperability with other systems
The progress made by provincial councils and supramunicipal entities in this regard was also shared.
Representativity and territorial vision
The participation of 28 municipalities from all population groups, from large cities to small municipalities, allowed for a broad and diverse vision to be incorporated. The importance of supramunicipal support and the reuse of solutions for municipalities with fewer resources was particularly highlighted.
A technological challenge, but also a strategic one
The session demonstrated that the project goes beyond technology. The definition of the model affects key aspects such as:
- data governance
- safety and regulatory compliance
- economic sustainability
- interoperability and reversibility
- the ability to incorporate advanced services, such as artificial intelligence
Inalienable models and principles
Different options were analyzed (public development, market solutions or hybrid models), agreeing that any model must guarantee:
- exportable data
- Open APIs
- compliance with national interoperability and security schemes
- data protection, accessibility and traceability
Towards a common digital architecture
The meeting has allowed progress towards a shared framework and to consolidate the idea of a common digital architecture that respects municipal diversity, reduces dependencies, promotes cooperation and ensures public control over data and services.
Work continuity
The session is part of the Institutional Agreement of November 2024 and initiatives such as the Smart Local Government Network and the Local World Data Space.
The participants have convened for a new meeting in September to prepare for COMTIC 2026.
