With the signature of this collaboration agreement between the Department of Justice and Democratic Quality and the AOC, the entire Administration of Justice of Catalonia (including all judicial bodies) will be able to use common services offered by the AOC to support the management of the electronic judicial file.
This will mean a major change in the management of electronic communications between the Generalitat, judicial bodies and local entities.
The scope of common services has been limited to:
- EACAT: submissions and communications between public entities
- Enotum: electronic notifications
- Vàlid: authentication and signature
- MUX: check-in and check-out
Why did the AOC not provide services to the Administration of Justice?
Until now, the AOC has focused its activity on providing services to Catalan public administrations, especially in the local world and the Generalitat, within its area of competence.
On the other hand, the judicial bodies are part of the Administration of Justice, which, being integrated into the General Administration of the State, did not allow them to directly use the services of the AOC.
With the signing of this agreement with the Department of Justice and Democratic Quality, the necessary framework is created to facilitate the connection of both areas, facilitating interoperability and joint work, also with the General State Administration.
In this sense, the agreement not only improves processes: it also overcomes a structural limitation which made the digital relationship with Justice difficult.
The Department of Justice and Democratic Quality is the Department (by far) that makes the most intensive use of the AOC's services.
What impact will this agreement have?
This agreement represents an important step towards simplifying and modernizing the relationship between judicial bodies and public administrations, and will allow progress towards a digital relationship, more agile and with full traceability.
The change will be made possible thanks to the use of already consolidated services of the AOC —such as EACAT, Enotum, Vàlid o MUX— which will allow communications and notifications to be managed electronically.
The impact will be direct:
- For the local world, less manual procedures and more agility
- For judicial bodies, better management and coordination
- For the whole system, a more efficient and connected administration
In addition, this agreement representa a milestone for the AOC, since it is the first time it provides services to bodies of the General State Administration.
