e-TRAM Accessibility Statement
The Consorci Administración Oberta de Catalunya (Consorci AOC) has undertaken to make its website accessible in accordance with the Royal Decree 1112/2018, of September 7, on accessibility of public sector websites and applications for mobile devices (hereinafter, Royal Decree 1112/2018), and with Decree 216/2023, of December 5, on accessibility of websites and applications for mobile devices of the Administration of the Generalitat of Catalonia and its public sector (hereinafter, Decree 216/2023).

This website applies the requirements of Standard UNE-EN 301549:2022 considering the exceptions of RD 1112/2018.

This website is partially compliant with Royal Decree 1112/2018 and Decree 216/2023.
Content not accessible
The following content is not accessible for the following reasons:
- Lack of compliance with Royal Decree 1112/2018 and Decree 216/2023 (this accessibility declaration does not include the barrierseres of external pages even though they are part of the browsing process):
- In the Procedures section:
- 9.1.3.1. Information and relationships.
- The main region is missing.
- In the profile, there is a list of links that is not marked as an HTML list.
- There are radio buttons, checkboxes, and subforms that do not have an accessible name.
- There are modals, which also convey essential information about the process to the user, that are hidden for assistive technologies using aria-hidden.
- 9.1.3.5. Identify the purpose of the input. In several forms there are personal data fields that are included in the token list for the autocomplete attribute, and yet this attribute is set to “off” in these fields.

- 9.1.4.12 Text spacing: in some cases, when applying text spacing, it is because the content is cut off or overlapped.
- 9.1.4.13 Hover content: The tooltips Google Translate cannot be dismissed without moving the mouse once they open.
- 9.2.1.1 Keyboard: There are links that do not have an href and are therefore not accessible by keyboard because they do not receive focus.
- 9.2.2.1. Adjustable time. The user session expiration time cannot be deactivated, modified or extended, nor does it fall under any of the exceptional cases provided for by the standard. In the tests carried out, no session expiration error was shown during the previous steps, so it can be deduced that the user is only notified that it has expired once they try to submit the form. In this case, the procedure cannot be completed and a generic error is shown, which does not inform the reason for the error, but seems to be related to the fact that the session has expired. If, as it seems, the user is allowed to continue until the last step, even if the session could have expired, the user may lose all the data entered and must start the process again, if they do not complete the procedure on time.
- 9.2.2.2 Pause, stop, hide. Google Translate generates an animation that cannot be hidden or stopped and that is sometimes present for more than 5 seconds at the same time as other content.
- 9.2.4.3 Focus order. The link to jump to content that is hidden receives focus without the component becoming visible.
- 9.4.1.1 Syntactic analysis: the validator detects code processing errors.
- 9.1.3.1. Information and relationships.
- In the Catalog section:
- 9.1.1.1. Non-text content: The logo image is hidden by assistive technologies using aria-hidden. The icons for each procedure do not have adequate alternative text.
- 9.1.3.1. Information and relationships (Level A): There are two main regions and visual lists are used that are not programmatically correct. In addition, there are regions that are not correctly indicated programmatically.
- 9.1.4.1. Use of color: There are links that stand out only using color.
- 9.1.4.3. Contrast (minimum): there are texts with contrast problems.

- 9.2.4.6. Headings and descriptive labels: The language menu label is not displayed in the page language.
- 9.2.4.7. Visible focus: focus is lost on the “ buttonEl Meu Espai” tabbing across the page.
- 9.3.1.2. Language of the parts: there are parts of the website in other languages that are not correctly identified with the lang attribute.
- 9.3.2.1. When receiving focus: in the language menu the website changes when the element receives focus.
- 9.3.3.1. Error identification: The search form does not indicate errors when the search is not executed.
- 9.4.1.3. Status messages: Error and search result messages are not indicated as active regions.

- Content and documents that depend exclusively on the user of the service, over which the AOC Consortium has no control, are outside the scope of this accessibility statement.
Although it is being worked on, the website may contain office files in PDF format, multimedia content or other formats that do not meet all accessibility requirements.
Preparation of this accessibility statement
This statement was prepared on December 10, 2025.
The method used to prepare the statement was the external accessibility audit carried out by the web accessibility consultancy, TOTHOMweb, auditing company accredited by ENAC (National Accreditation Entity).
The website of Training Institution A has been analyzed, also including pages from other entities in the sample to cover all the functionalities of e-TRAM.

The AOC Consortium's commitment to accessibility

As a result of this effort, the e-TRAM has obtained the accessibility certification issued by TOTHOMweb (company accredited by ENAC 578/EI883 as a web and app accessibility inspection entity) with a TOTHOMweb Accessibility Score of 7.33/10 and 7.92/10, eTRAM achieves 1/3 stars in the Accessibility Seal, following the criteria established by the UNE-EN 301549:2022 standard.
This certification reflects the constant commitment to accessibility that the AOC has maintained over the past few years. Reaching this level has required exhaustive work, integrating accessibility into all phases of the development process.
Looking ahead to next year, we will continue working to increase the score and ensure continuous improvement, thus consolidating our commitment to offering increasingly accessible and inclusive services.
