The Government has approved the Internal System of Alerts regarding regulatory violations and conduct contrary to the public integrity of the Administration of the Generalitat (SIA). The central element of the System is the internal alert channel, designed in a secure way and with a guarantee of anonymity and confidentiality, provided by the AOC Consortium in collaboration with the Network of Open Governments of Catalonia. Public sector entities of the Generalitat de Catalunya will also benefit.
The basic function of the SIA is to receive alerts, assess their likelihood and, if they have any, redirect them to the competent bodies to investigate the facts or initiate a disciplinary administrative procedure or a criminal procedure.
Internal alert channel of the Generalitat de Catalunya
The service provided by the AOC to entities in collaboration with the Network of Open Governments of Catalonia to manage the complaint or alert channels has allowed the launch of the Internal Channel of the Generalitat de Catalunya.
The internal alert channel is the usual way to alert of irregular facts and actions in the labor or professional context of the Government of the Generalitat. It allows alerts to be submitted anonymously and is accessible in the Public Integrity section of the Public Administration website. Access from the School section of the website of the School of Public Administration of Catalonia has also been incorporated.
Alerts can be presented digitally and also by any other means in writing or verbally. Verbal communications can be made through a face-to-face meeting, by telephone or through a voice messaging system. All alerts must be registered in the System.

With the approval of this Agreement, the Government is complying with the mandate to establish an internal information system in accordance with the current regulatory framework regarding the protection of whistleblowers on regulatory violations and the fight against corruption. At the same time, the Government is working on the draft of its own law to develop specific aspects of this regulatory framework in its area of competence.
The Generalitat's Internal Alert System goes beyond what is provided for by state law and also supports the submission of alerts on conduct contrary to public integrity, such as violations of ethical or conduct codes.
Coexistence between channel and mailboxes
On the other hand, the previous ethical mailboxes are unified in the single channel and ethical consultation mailboxes are created for areas associated with the different ethical committees, such as the Public Ethics Advisory Committee or the Bioethics Committee of Catalonia.
The new internal channel for alerts and the boxes for ethical inquiries will coexist with other specific channels of communication with the Administration of the Generalitat, such as those relating to sexual and psychological harassment at work, those for inquiries, complaints and suggestions, administrative records , as well as other channels that follow their specific procedures.
