The latest modifications added to the new Public Procurement Services Platform are detailed below:
- Award criteria. new structure of award criteria. The following criteria are included:
- Preu
- Other automatic assessment criteria
- Value judgment
The modification makes it necessary to report an award criterion for each type in the publication. If one of them does not apply, it must be indicated as a score of 0.
- retrotraction: added cancellation reason 'Retroaction'
- Award amount validation: it is validated that this is not higher than the basic tender budget.
- Validation in the summation of amounts with independent batches: validates that the sum of the batch amounts is lower than the sum of the file amounts with a warning, but does not block the publication.
- Validation of the award amount with the purchase by items: files defined with the value "Purchase by items (lots at the auction)" must include the auction amounts.
- New fields in the tender announcement: is added
- The number of lots to participate is limited
- The number of lots to be awarded is limited
- If the values are affirmative, the specific number must be entered.
- Possibility to choose whether envelope A of the tender is encrypted: the new files created from the new version incorporate the possibility of encrypting the A envelope.
