Continuous improvement of the Digital Maturity Index: how do we move forward?
From March 19 until further notice, requests for access to public information may only be made by electronic means as established in Article 12 of the Decree Law 7/2020, of March 17, on urgent measures in the field of public procurement, health and management of health waste, transparency, public transport and in tax and economic matters published in the Official Gazette of the Generalitat no. 8089, of March 19, 2020
Chapter III of this decree law contemplates the “Transparency Provisions” which are specified in a single article, on 12: “During the time that the provisions and containment measures adopted are in force, and that can be adopted, for to address the prevention and control of SARS-CoV-2 infection, requests for access to public information may be submitted only by electronic means. ”
In Catalonia there are more than 1.000 local entities that already have the e-TRAM electronic processing solution which includes, in its catalog, the “Request for Access to Public Information.
This provision is in addition to the suspension of all deadlines that, in accordance with Law 19/2014, of 29 December, are applicable for the processing of applications for access to public information, in accordance with Additional Provision 3 of Royal Decree 463/2020, of 14 March, declaring the state of alarm for the management of the health crisis situation caused by COVID-19, according to which all administrative deadlines remain suspended since last March 14th.
