The Data Ethics Committee has officially begun its activities, marking a turning point in data management in the Administration of the Generalitat de Catalunya. Established last October, this committee representa a significant step forward in the ethical approach to massive data uses within public administration.
With the celebration of its second meeting on January 24, 2024, the Data Ethics Committee has consolidated itself as a key piece in the digital transformation of the Catalan public administration, focusing on the management of data focused on ethics.
Functions and Responsibilities
The key functions of the Committee include:
- Advise on ethical issues related to advanced uses of data.
- Formulate recommendations and establish action protocols.
- Report on ethical issues in the advanced uses of data.
- Support the Network of Ethics Committees of Catalonia in the preparation of recommendations.
- Promote awareness, dissemination and training in data ethics.
- Support the Strategic Council of Digital Administration in matters of data ethics.
Multidisciplinary Composition of the Committee
The group is made up of a total of 25 members, including professionals from the technological, legal and humanistic fields, workers from different sectors and representants of the departments of the Generalitat and other public entities. The chairmanship of the committee falls to the general director of Digital Administration, Núria Espuny, while the voices are divided into three intended for professionals in the sector, three for the Public Administration and four each intended for one of the following institutions: theCatalonia Cybersecurity Agency, Center for Telecommunications and Information Technologies (CTTI), the Institute of Statistics of Catalonia and the Open Administration Consortium of Catalonia.
