Once approved by the Congress of Deputies and published the Law regulating the protection of people who report on regulatory violations and the fight against corruption (also known as the Law on the Protection of Whistleblowers), the Generalitat Government has approved the preliminary report of the draft law for the protection of people who report regulatory violations.
In the framework of integrity policies and the fight against corruption in Catalonia, and in accordance with Directive (EU) 2019/1937 of the European Parliament and of the Council of 23 October 2019, relating to the protection of the people who report on violations of Union Law, this initiative aims to comprehensively regulate the measures necessary for the protection of people who reveal information about illegal actions or bad practices that affect the general interest and that occur both in the area of the Generalitat de Catalunya and local bodies as well as in companies or private entities operating in Catalonia, when the infringements or abusive practices have effects limited to Catalonia.
As provided for in article 66 bis of law 26/2010, of August 3, on the legal regime and procedure of the public administrations of Catalonia, this preliminary report has been made available to the public through the Participate Portal, in order to be able to collect opinions and demands through the procedure of prior public consultation, for a period of 30 days ending on April 10, 2023.
The aim of the consultation is to find out the opinion of citizens and economic and social agents, on what and how the comprehensive protection system should be for people who alert of irregularities and abusive behavior that affect the general interest, as well as the people around them. In particular, contributions are expected in relation to the following issues:
