Ripollet converts the procedures ofEtram in data to make better decisions: DigiCanvis

The Ripollet Town Hall has automated the exploitation of data from the procedures ofEtram to convert them into structured and useful information for municipal management. This solution allows moving from document-based management to a data-oriented model, improving decision-making.

Until now, applications were managed as PDF documents, which required the information to be manually reviewed and processed, making it difficult to use. To solve this, the city council has redesigned the forms to collect structured data from the source and has automated its processing.

This solution is documented in theDigiCanvis Observatory as a good practice of local administration.

The solution is based on theuse of own formsEtram that allow define and collect data for each procedure in a structured way from the request, automatically generating XML files with all the information.

These files are saved in the document manager when the registration entry is created and, from there, an agent developed by the City Council extracts and transforms this data to make it exploitable.

The system works as follows: 

  • The user selects the procedure to be processed from a web interface.
  • The system identifies the registry entries associated with this procedure.
  • The agent retrieves the XML files generated by the forms Etram.
  • An automated process of data extraction, transformation and loading is applied.
  • A file is generated with the structured data for analysis.

What are the benefits?

  • Reduction of manual tasks. Manual processing of documents is eliminated.
  • Improved data quality. The information is coherent and reusable.
  • Better decision-making. Structured data is available to create indicators and evidence.
  • Improving the citizen experience. Simpler and more understandable forms.

The Ripollet City Council has been using this system since 2024 and has already allowed more than 7.000 settlements to be processed in an automated manner. The project was carried out with its own resources and without additional costs, demonstrating that it is possible to move towards a data-oriented management model in an efficient and scalable way.
