The new version 4.4 of the Public Procurement Services Platform (PSCP) incorporates a wide range of improvements aimed at strengthening data quality, simplifying file management and facilitating interoperability with the Public Contract Registry (RPC) and the Tenders Electronic Daily (TED). The new features affect both the internal management of publications and the public part of the platform and integrations with other systems. The main new features of the version are detailed below:
Aggregated publication of contracts: Aggregate publication templates are adapted to improve integration with the RPCIn aggregated minor contracts, batch management is no longer allowed (if you want to publish the award of a minor contract with lots, you must do so individually) and the difference between execution dates is limited to a maximum of one year.
Linking BAM and ESDA at batch and category level: Contracts based on Framework Agreements (BAM) and specific Dynamic Procurement Systems (DPS) are now linked at the batch or category level to improve integration with TED.
More information visible in the award: certain fields that until now were only shown in the formalization phase are now also visible in the award phase, improving the transparència and the availability of information.
Automatic corrections: when a phase that already has subsequent publications is corrected, the platform automatically generates and publishes the necessary amendments to the remaining phases. This reduces manual tasks and guarantees the consistency of the file.
Dragging and locking data between phases: Data published in one phase is automatically carried over to subsequent phases and is locked to avoid inconsistencies. Any changes require an amendment to the original phase.
Integration with the Public Registry of Contracts: the management of shipping statuses is improved in theRPC, correctly identifying cases in which the information had already been sent previously.
Consultation of tenders within the deadline of the related bodies: an improvement is added to the public part of the PSCP for bodies that have related bodies: through direct access, you can access the tenders within the deadline of the related bodies.
Improvement of the DEUC tool: the generation of the European Single Procurement Document (ESPD) has been optimized, improving the obtaining and quality of the PDF document.
Consecutive numbering of the lots: the platform reinforces batch validation so that the numbering is always correlative, avoiding configuration errors in the files.
File code lock and integrated systems: when a file has been created or reported by an integrating system, its code is locked for the entire life of the file to guarantee the traceability and consistency of the information.
