The “Revolutionary Local Governments” conference brings down walls to build a more proactive Administration

The Day “Revolutionary local governments. Let's tear down walls!” held on March 17 at the L'Illa Auditorium, had the participation of 413 attendees and 28 speakers, sharing knowledge and generating debate on issues that affect the local public sector such as cybersecurity, data space and the citizen service model, as well as new developments of the AOC such as its strategy, the project "El meu espai”, the digital transformation model, or the roadmap of its most outstanding services.

A collaborative digital transformation project

The institutional welcome from the hand ofAlbert Batlle, Deputy Mayor of Barcelona City Council, David Quiros, mayor of Hospitalet de Llobregat and president of Localret, and Albert Tort, Secretary of Telecommunications and Digital Transformation of the Generalitat de Catalunya, has made it clear that digitalization is not an individual challenge, but a collective one and that collaboration is a fundamental value for moving forward as a country.

The future is not waited for: it is built together

The director of the Open Administration of Catalonia (AOC), Miquel Estape, highlighted that the AOC was born 25 years ago with a vision of the future: digital transformation only makes sense if it is built in collaboration. The AOC is not a provider of technological services, but a shared space where administrations move forward together, with institutional generosity and a long-term vision. He mentioned that new Statutes are being drawn up that consolidate governance and collective commitment for the next 20 years. Because digital transformation must guarantee equity - regardless of the municipality -, take advantage of what is common to multiply the impact and bring down bureaucratic walls to build a smarter, closer and, above all, more humane Administration. The future is not waited for: it is built, together.

Data to make better decisions

The round table “Local World Data Space” moderated by Pep Budí, deputy director of Digital Transformation at the AOC, has had the participation of Jordi Gervas, from the Provincial Council of Lleida, Astrid Desset, from the Girona Provincial Council, Ferran Rodriguez, from the Provincial Council of Tarragona, David Gutiérrez, of the Diputació de Barcelona, Albert Worker, from Localret, Màrius Boada, of Barcelona City Council and David Pastor, from the AOC. The session addressed the governance model and the state of the local world data space and was followed by the presentation of 7 practical cases from this area.

Cybersecurity to build trust

Next, the session of “Cybersecurity services for the local world” has had the participation of Laura Knight, director of the Cybersecurity Agency of Catalonia, Andrew Francisco, director of Localret and Ruben Cortes, Deputy Director of Technology at the AOC. Given the current problems in the field of cybersecurity at a global level, and especially at a local level, where resources are limited, the only way to deal with them is to work together under the leadership of the Cybersecurity Agency of Catalonia and with the collaboration of Localret and the AOC. The session conveyed a message of trust and teamwork to provide resources and improve cybersecurity in the local world.

A shared citizen care model

Just before the break, Esther Manzano, general director of Digital Services and Citizen Experience of the Generalitat de Catalunya, explained the citizen service model that the Generalitat de Catalunya has launched, in collaboration with local entities.

El Meu Espai: integrated and transversal vision of the Administration

The round table "El meu espai: taxes, census, data"with the presence of Cristina Casablanca, manager of the Tax Management Body of the Barcelona Provincial Council and Manuel Jardín, head of the BASE-Revenue Management Organization of the Tarragona Provincial Council, and moderated by Rubén Jericho, head of the AOC's Innovation service, highlighted the value of tax collection agencies for the local world. He also emphasized the importance of the collaboration between the AOC and the more than 1.800 organizations that collaborate to make life easier for citizens, allowing them to see, in a single space, their information on procedures, data and consolidated tax situation.

What's new in AOC services?

In relation to the session of “News AOC Services“, Moderated by Xavier Llebaria, head of the AOC Services area, the roadmap of some of the main AOC services was presented, (EACAT, SCD, Wallet idCAT, PSCP, Via Oberta i Enotum), with the lines of evolution and the milestones planned for 2026, by their respective heads of service such as Raimon Nualart, Anna Giné, Dani Martínez, Vicky Millán, Gemma Varona i Pep MorillasThe objective has been to share the vision of the future in the short/medium term and align expectations on the development and improvement of services. 

Support for citizens and administrations

And the last session was that of “What's new in digital transformation“. In this session, it was explained how the AOC approaches inclusive digital support, through Carlos Rodriguez, responsible for the Accompaniment and Training unit; how proximity is promoted as well as the standardization of work methods and models (eSet) for local entities, in collaboration with Beatrice Tudel, head of the Territorial Advisory and Deployment unit; and how the challenge of digital sovereignty in the context of local information systems is being addressed collaboratively, hand in hand with Pep Budí, Deputy Director of Digital Transformation.

The day aimed to share experiences, good practices and new functionalities to achieve more agile, closer and citizen-oriented local governments, in order to ignite the flame of revolutionaries that we all carry within us and bring down walls in our organizations. To symbolize this, at the end, we brought down the wall that has accompanied us on stage throughout the day. Today we demolished one. And we will continue.
