If your company has to manage a Low Emission Zone (LEZ) and needs to access vehicle data from the Directorate General of Traffic (DGT) through Via Oberta, it is important that you first check that you meet the requirements established by the DGT.
In this case, it is necessary to previously complete the authorization procedure required by Instruction MOV 2023/20, which compiles a series of recommendations for the establishment of moratoriums, exemptions and authorizations for vehicle access to ZBEs.
First of all, which local authorities are required to implement a ZBE?
According to the current regulations, they must implement a Low Emissions Zone:
- Municipalities with more than 50.000 inhabitants.
- Municipalities with more than 20.000 inhabitants that exceed air quality limit values.
- The island territories.
These must communicate certain information to the DGT so that it can be shared with the different agents in the mobility ecosystem.
What does the DGT check?
Instruction MOV 2023/20 establishes that local entities that develop and implement a ZBE must have prior authorization from the DGT to access the file with the data of the National Registry of Vehicles and Drivers, which is what is consulted through Via Oberta.
In this sense, to obtain this authorization, the local entity must send a request to the email address mobilità.vehiculos@dgt.es with the following documentation that relates to the Instruction:
- Digitally signed act establishing the ZBE or certificate of the act digitally signed by the mayor's office or the municipal secretariat.
- Anticipated date of entry into effective operation of the ZBE.
- CIF of the local entity.
- Detailed description of the perimeter of the ZBE, days and times of application, types of authorized vehicles, environmental criteria, possible restrictions, other UVARs in force and applicable exemptions.
- Evidence of having started integration work with DGT 3.0, in accordance with the procedure established by the DGT. This evidence is accredited by providing the request email sent to the address soporte@cmobility30.es.
Once the DGT validates this documentation and authorizes access, the local entity may request, in the case of Via Oberta, the standardized procedure for managing the ZBE.

This prior action will allow you to avoid requirements, speed up the validation of the request and reduce the time required to access the services necessary for the management of the ZBE.
