Catalonia has built, with a long-term vision and a cooperative spirit, its own way of digitally transforming public administration. A model where the Generalitat and the local world work together to ensure that no citizen or municipality is left behind. These are the results.
A model born from collaboration
In Catalonia we have the Open Administration Consortium of Catalonia (AOC), created on the basis of collaboration and with a long-term national perspective. Its raison d'être is to offer common solutions that respond to the shared challenges of the digital transformation of the 2.250 Catalan public entities.
And it does so within a framework of shared governance between the Generalitat of Catalonia and the local world which constitutes, in itself, what we call the common model of digital transformation of Catalonia: a unique model, without equivalent in the rest of the State or on an international scale.
A model that delivers results
This model is not a declaration of intent: it delivers clear and measurable results. According to a study prepared using open data, local administrations in Catalonia are clearly leading the digital transformation of the State.
The numbers speak for themselves:
- The 100% of city councils and county councils already guarantee the basic digital rights of citizens and companies: the right to process, in the transparència and electronic contracting.
- The 70% of all applications and procedures are carried out today by electronic means.
- Common services are used very intensively, both by the Administration itself and by citizens, with 2,5 million business transactions every day.
- The 80% of citizens declare themselves satisfied or very satisfied in the evaluation questionnaires.
Digital transformation with territorial equity
Behind this data is an idea that is the heart of the model. AOC's shared solutions ensure that all citizens of Catalonia enjoy quality digital public services, wherever they live and whatever the size of their town hall.
Understood in this way, digital transformation is much more than technological modernization: it is territorial equity. It is ensuring that a resident of a small town in the Pyrenees has the same digital rights as a resident of Barcelona.
Effective digital transformation: 744 million annual savings
The model is also profoundly efficient. In 2025 alone, the reuse of common services and interoperability have generated savings of 744 million euros for all Catalan administrations.
The logic is simple and powerful: it is built once and shared by everyone. Every euro invested in the AOC generates 30 euros in savings for administrations and citizens.
These are data that confirm a fundamental thesis: collaboration and cooperation are the essence of the common model of digital transformation, where the Generalitat and the local world work together to go further. And, to further strengthen this collaborative governance, the approval of the draft of new Statutes of the AOC is in process.
A new terrain: data and artificial intelligence
In recent years, the AOC's activity has focused on digital administration and open government. Now, this same cooperative spirit is extending to a new area: the common data and artificial intelligence solutions.
This extension stems from the March 2025 pact that created the Smart Local Government Network, with a clear objective: to ensure that all municipalities —even the smallest— can improve their public services thanks to this disruptive technology.
The initiative is coordinated by the AOC and is being implemented by the Localret Consortium, the four provincial councils and Barcelona City Council, with a conviction that sets its course: Technology must be at the service of people, and the use of artificial intelligence must always be ethical and responsible..
From conviction to facts
This conviction has already been translated into concrete actions. The AOC has implemented a methodology of transparència algorithmic for the use cases it develops, aligned with international best practices and with the Generalitat's AI Registry.
And, within the same Network, the Barcelona Provincial Council has created Local.IA, a set of practical tools that help city councils govern their data and implement AI in an ethical and transparent way. Local.IA has become a benchmark that is already being adopted by the four provincial councils and the AOC itself. Another example - and not the last - of collaboration and reuse.
